1.         CALL TO ORDER

Councillor Zanussi called the meeting to order at 9:03 a.m.

2.         HOLIDAY COVE MARINA

Councillor Zanussi and Wayne Daub, Manager of Holiday Cove Marina, reported on a number of items that need to be addressed at the marina, including a new break wall, expansion of the parking lot, more suitable washroom facilities and a new marina office.

The Committee recessed at 9:55 a.m. for a 5 minute break.

3.         FINANCE AND ADMINISTRATION

            Harold Elston, Integrity Commissioner

Mr. Elston provided a brief summary on his background, role and experience of an integrity commissioner, reporting his main functions are to provide advice to Council and investigate complaints.  Mr. Elston then summarized the complaint process and described how reports are dealt with.

            2018 Schedule of Meetings

The Committee reviewed the draft 2018 meeting schedule and agreed to the proposed dates. 

            Legal Update

No issues were raised.

            District of Parry Sound Municipal Association Fall Meeting

The Committee discussed attendance to the fall meeting and approved the following to attend: Councillor Walker, Councillor Lundy and Reeve Ketchum.

            Preauthorized Tax Payments

Councillor Williams reported on an inquiry he received from a ratepayer requesting the option to pay their taxes by preauthorized payments. 

Staff was directed to explore this option with the Treasurer and report back.

            District of Parry Sound Social Services Administration Board Meeting Update

Reeve Ketchum and Councillor Zanussi reported on the DSSAB review session they both attended on September 14, 2017.

Staff was directed to send out the DSSAB Quarterly Report to Council.

The Committee recessed for a break and resumed business at 11:08 a.m.

4.         PLANNING AND BUILDING

            Moon River Marine – Site Plan Development application (SP02-17)

Cale Henderson summarized the application for an amendment to the existing site plan development agreement.

Staff was directed to bring the by-law forward to the September Council meeting.

            Pleasant Cove Resort – Zoning By-law Amendment application (Z04-17)

Cale Henderson provided a brief background of the property and summarized the zoning by-law amendment application, which would allow the property to transition its use from commercial to residential and allow for the increase in size of Unit #11.

Staff was directed to bring the by-law forward to the September Council meeting.

            Morel – Official Plan Amendment/Zoning By-law Amendment applications (OP 67 and Z03-17)

Cale Henderson summarized the proposed applications which would allow for the creation of two new residential non-waterfront lots fronting a private road, with one of the lots being donated to Habitat for Humanity.

Staff was directed to bring the by-law forward to the September Council meeting.

The Committee recessed for lunch at 12:12 p.m. and resumed business at 1:00 p.m.

5.         ENVIRONMENT

            GBBR 2018-2021 Draft Partnership Programming Package

Greg Mason, Delaina Arnold and David Bywater from the Georgian Bay Biosphere Reserve reported on the programming that was provided to The Archipelago from 2014-2017 and presented their proposed programming package for 2018-2021.

The Committee was in agreement.  Staff was directed to bring the agreement forward to be approved at the September Council meeting.

          Blue-Green Algae Sturgeon Bay

The Committee discussed the recent algae bloom in Sturgeon Bay with staff from the Georgian Bay Biosphere Reserve.

Council directed Staff, with assistance from the Georgian Bay Biosphere Reserve staff, to provide an update and education communication to be posted to the website.

The Committee recessed at 2:24 p.m. for a 10 minute break.

6.         HUMAN RESOURCES

            Recruiter Selection - Discussion

Councillor Lundy provided an update on the CAO Recruitment process, reporting that the HR Committee received 7 proposals which were all ranked based on set evaluation questions.  The HR Committee highlighted Nigel Bellchamber’s extensive municipal

experience and involvement over the other candidates and recommended Nigel Bellchamber be chosen as the successful candidate.

Staff was directed to bring a resolution forward to the September Council meeting.

7.         PUBLIC WORKS

            PAB Nursing Station/Ambulance Base

Mike Kearns provided an update on the outstanding deficiencies reporting that he continues to work with the engineer and sub trades to get work done as soon as possible.

            PAB Lighthouse - Information Update

Mike Kearns reported that he will be meeting with the Divestiture Officer from DFO to discuss the transfer of the lighthouse and range tower.  The Committee discussed potential issues and asked that Mr. Kearns bring them forward to the meeting and report back.

            PAB Community Centre Porch Update

Mike Kearns presented the proposed plans for the replacement of the porch roof, which involves the removal of the skylights. The Committee was in agreement and directed Mr. Kearns to proceed within budget.

            PAB Community Centre Air Conditioning

Mike Kearns reported that he is still waiting for the report from the engineer.  Once the requirements and associated costs are known, staff will report back.

           Municipal Office – Insulation to Attic

Mike Kearns reported that he has obtained a quote for the replacement and addition of insulation to the attic which is required to eliminate the ice build-up on the through the winter.

Council directed staff to get another quote and report back.

            Bin Mover Trailer Steering Gear Issue

Mike Kearns reported that the bin mover is being repaired due to a gear failure, but assured the Committee that there has been no effect on operations.

            AMO Municipal Forum on Waste Free Ontario Act - Update

Mike Kearns provided an update on the future of the Blue Box Program, reporting that the Collaborative continues to work to support Ontario municipalities and that staff is staying engaged.

            North and South Rd. Resurfacing Update

Mike Kearns reported that there has been a delay on the resurfacing of North and South Roads, but assured the Committee that both roads will be completed by Thanksgiving weekend.

            Winter Preparations Update

Mike Kearns reported that the equipment has been prepped and there is one truck ready.

            OCIF Top up application

Mike Kearns reported that he will be filing a second application for top up funding, to be applied to the 10km section of Skerryvore Rd.  If the Township is successful, it will be incorporated in the 2018 budget discussions.
