1.         CALL TO ORDER

Councillor Ashley called the meeting to order at 9:00 a.m.


            2017 Tax Rates – Area Municipalities Comparison

Wendy Hawes presented the Committee with a comparison of the surrounding Municipalities.

           Office of the Fire Marshal and Emergency Management – Review of Fire Protection Services and Emergency Management

Maryann Weaver reported on the final audit report and presented an implementation and course of action plan towards compliance on the thirteen recommendations.

            Recording of Meetings

Maryann Weaver presented the results of preliminary research on the options for the recording of minutes, including estimated costs and complexities.

The Committee agreed to audio record the June meetings to test the quality of the recording.

            CiiNO / REDAC Update

Joe Villeneuve provided an update on the CiiNO (Community Investment Initiative Northern Ontario), reporting this economic development initiative for the area has completed year 1 of its 3 year duration. Also, there is an interest by the committee to rename the initiative to better reflect what it is. West Parry Sound Economic Development Committee has been suggested. It was also mentioned that Economic Development Officer, Dustin Turner, could visit and upcoming Council session to provide an update on activities.

The report provided for the REDAC update stated that work was continuing by the REDAC membership with respect to a visioning exercise and also a review of the existing Terms of Reference.

The Committee supported the efforts underway in both initiatives.

           Equipment Donation – Tax receipt

Maryann Weaver reported that although the Township does not have an internal policy for donations of equipment, the Treasurer can issue a donation in kind receipt for the fair market value of the equipment, so long as the equipment being donated is endorsed by staff to be beneficial to the Township.

            Legal Update

No issues were raised.


            Creen & Cherepa – Zoning By-law Amendment Z06-16

Cale Henderson summarized the application explaining that this application was received in conjunction with Official Plan Amendment and Consent Application, which

have both been approved. Approval of the Zoning By-law Amendment will fulfil a condition of the consent.

Staff was directed to bring the By-law forward to the May Council meeting.

           Kansun – Zoning By-law Amendment Z08-15

Cale Henderson summarized the proposal and provided a brief history of the application.

John Jackson, agent for the applicant, spoke in support of the application and expressed his applicant’s intent.

The Committee discussed concerns with the over-development of the property.

Staff was directed to work with the agent and the applicant to see if there was an opportunity to revise the proposal to reduce development.

The Committee recessed at 10:57 a.m. for a 5 minute break.

            Official Plan Amendment Delegated Authority to Municipalities

Cale Henderson provided an update on the Town of Parry Sounds pursuit to be exempt from the Minister’s approval of Official Plan Amendments. Mr. Henderson recommended that The Archipelago also purse the exemption and coordinate efforts with the Town.

Staff was directed to attend the meeting the Town of Parry Sound has scheduled with Ministry of Municipal Affairs representatives and report back in June.

            Crown Reserves and Land Claims

Cale Henderson provided an explanation on the delay of applications to purchase crown reserve, explaining that the Wasauksing First Nation is not providing comments on any applications until land claims have been settled.

            Proposed Changes to the Land Use Planning and Appeal System- Ontario Municipal Board

Cale Henderson reported on the new proposed changes to the land use planning and appeal system.

The Committee recessed for lunch at 11:54a.m. and resumed business at 1:00p.m.

4.         PUBLIC WORKS

            Nursing Station/Ambulance Base – Update

Mike Kearns provided an update on the Nursing Station/Ambulance Base, reporting that all minor deficiencies will be addressed by the contractor in the next two weeks, and that the paving is scheduled for the last week of May.

Mike Kearns reported that the new playground equipment must be accessible, that he will be meeting with a consultant and report back with the Township’s obligations.

           PAB Community Centre Water System

Mike Kearns reported on the water system located at the Community Centre by conducting a visual walk through of the components through photos.

            RFP for Building Removal (Old Nursing Station/Rink Shed)

Mike Kearns reported on the three proposals that were received, recommending that the Committee accept the proposal from Adams Brothers Construction Ltd.

Staff was directed to bring forward a resolution to the May Council meeting.

            PAB Canada Day – Update & Requests

The Committee discussed the logistics for the Pointe au Baril Canada 150 Celebration. The PAB Canada Day Committee will work with staff to finalize details.

            General waste operations update

Mike Kearns reported that the summer schedule is now in effect for all sites, orientation has been completed for summer staff and they are ready for the busy season.

            North Shore Road – Bishops Corner

Mike Kearns provided a report on the Bishops Corner matter, providing options to rectify the drainage issues.

Staff was directed to advise owner that the lines located within the existing culvert must be corrected and will be done at their expense.

            General maintenance and construction schedule

Mike Kearns reported that he will be meeting with Fowler to discuss the Skerryvore Road deficiencies.

            Phragmites adaptive management overview

Mike Kearns reported on the Phragmites Adaptive Management Framework (PAMF), including the standardized monitoring protocol, predictive models, and the online data management system.
