1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

2. APPOINTMENT OF ACTING CHAIR

NOW THEREFORE BE IT RESOLVED that Council appoints Councillor Grant Walker to preside over the meeting as Acting Chair in the absence of Reeve Ketchum in accordance with sec. 242 of the Municipal Act, 2001, S.O. 2001, c.25.

5. DEPUTATIONS

i) MINISTRY OF NATURAL RESOURCES

Dan Duggan, District Manager, Tim Cavanagh, Resources Management Supervisor, and Sandra Ausma, Resource Operations Supervisor from the Parry Sound District Office gave an update on the new structure, roles and responsibilities of staff, the overall Ministry priorities and those of the local office.

Mr. Duggan outlined the overall Ministry mandates which covered Forestry, the Invasive Species Act, Land Use Planning, Aggregate Management, Biodiversity, Wetlands and the Endangered Species Act. The Regional office will focus on strengthening compliance, modernizing approvals for aggregates, forest management and species at risk. As well, the regional office will look at a landscaping approach to hunting limits, capital asset management recruitment/retention and training of staff. As of April 1st, 2015, the changes that have been underway in the Ministry will be fully in place and operational. The local office has a compliment of 33 staff.

Mr. Cavanagh described the staff who report to him, i.e. the technical and professional staff such as inspection, compliance and investigation. Ms. Ausma supervises land and water specialists (fish & wildlife), the planner, forestry technical specialist, aggregate specialist and GIS. Many of Ms. Ausma's staff deal with the permitting and licensing aspects of the Ministry.

ii) PARRY SOUND PUBLIC LIBRARY

Ms. Andrea Gaspar, CEO, Ashleigh Laughren, Programming Coordinator and Terry Zanussi, The Archipelago Library Board Representative, spoke to Council regarding the various activities of the Library in 2014. Library staff and the Board have tried to make the library like a community centre as seen by the activities and the actual use of the facility. The numbers of users and the book usage have increased significantly.

Ms. Gaspar in her presentation showed funding figures from similar libraries in comparable communities and the Parry Sound Library operates on a much smaller municipal contribution than the others. As a result, the Library will likely be asking for greater municipal financial support which will enable the library to continue to offer the services that were funded by grants in 2014.

6. PUBLIC MEETING

i) Proposed Zoning By-law Amendment No. Z10-14

At 10:15 a.m., Council held a Public Meeting to consider a proposed Zoning By-law Amendment Number Z10-14, as follows:

Ray Hachigian called the meeting to order and read out the purpose and the effect of the by-law. Cale Henderson, Chief Planner, provided background information and summarized the application for proposed Zoning By-law Amendment Z10-14.

As there were no attendees present to speak in support of or in opposition to the application, the public meeting was declared closed at 10:25 a.m.

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 572 Georgian Bay Water as shown on the sketch prepared by David U. Maughan, OLS, dated January 22, 2015.

8. REPORT OF TASK FORCES/COMMITTEES

WHEREAS the Township is in receipt of correspondence from Mark Payne with respect to an application to the Alcohol and Gaming Commission of Ontario, in order to serve wine and beer on an outside patio, which will be 18.6 square metres (200 square feet) in size, having a capacity for 24 people;

NOW THEREFORE BE IT RESOLVED that Council directs staff to complete the requisite Municipal Information form, which must accompany the Liquor Sales application from Payne Marine.

ii) PUBLIC WORKS COMMITTEE
    ONTARIO COMMUNITY INFRASTRUCTURE FUND –
    FORMULA-BASED COMPONENT

WHEREAS the Ministry of Agriculture, Food and Rural Affairs has confirmed the Township's eligibility in the Ontario Community Infrastructure Fund – Formula- based Component (OCIF-Formula);

NOW THEREFORE BE IT RESOLVED that the Reeve and the CAO/Clerk be authorized to execute and affix the Corporate Seal to the Ontario Community Infrastructure Fund - Formula Contribution Agreement between Her Majesty the Queen in Right of Ontario as represented by the Minister of Agriculture, Food and Rural Affairs, and the Corporation of the Township of The Archipelago.

9. OTHER BUSINESS

i) PARRY SOUND PUBLIC LIBRARY

Councillor Lundy requested that The Archipelago Board member's costs be allocated to the Parry Sound Library and not impact the donation to the Pointe au Baril Library.

ii) AQUACULTURE

Councillor Zanussi raised concern over the failure of three of the forty cages in which an unknown amount of non-native fish escaped. Concern was expressed on the potential impact to the local fish population and the environmental impact that aquaculture poses. Staff requested to speak to Mr. Bob Duncanson, Executive Director of the Georgian Bay Association and report back to Council with their findings.

iii) 400th ANNIVERSARY OF CHAMPLAIN'S VOYAGE TO GEORGIAN BAY

Councillor Walker indicated he would speak to the Museum Board and have them contact the Georgian Bay Association to see if the Museum could be involved in the celebration activities.

iv) VOLUNTEER RECOGNITION

v) NEAR NORTH DISTRICT SCHOOL BOARD
   ACCOMMODATION REVIEW COMMITTEE

NOW THEREFORE BE IT RESOLVED that the Council of the Township of The Archipelago supports Resolution No. 2014/181 passed by the Municipality of McDougall to request that the Ministry of Education approve in its entirety, the Near North District School Board's application for funding submitted to the Ministry of Education, for the construction of a new grade K – 8 Elementary School and a new Grade 9 – 12 High School on one campus.

vi) ASSOCIATION OF MUNICIPALITIES OF ONTARIO
    ANNUAL GENERAL MEETING/CONFERENCE AUGUST 16 – 19, 2015

vii) DISTRICT OF PARRY SOUND SOCIAL SERVICES
     ADMINISTRATION BOARD (DSSAB)

WHEREAS the District of Parry Sound Social Services Administration Board has informed its supporting municipalities regarding the implementation of the Social Assistance Management System (SAMS) in November 2014 and the resulting system-generated errors in issuing financial assistance;

NOW THEREFORE BE IT RESOLVED that the Council of the Township of The Archipelago supports Resolution No. 15-01-04 passed by the District of Parry Sound Social Services Administration Board to request the Honourable Minister Helena Jaczek to remove the recovery of overpayments that arise from system-generated errors where it is not cost-effective or where it would cause undue hardship to social assistance recipients.

viii) COUNCIL REMUNERATION
      ONE-THIRD TAX DEDUCTION

NOW THEREFORE BE IT RESOLVED that Council authorizes the continuation of the current practice that one-third of the remuneration paid to the elected members of Council and its local boards is deemed as expenses incident to the discharge of their duties as members of the council or local board;

AND FURTHER BE IT RESOLVED that the continuation of the one-third tax free provision be reconsidered during the next term of Council in accordance with the Municipal Act, c.25, ss 283, S.O. 2001.

ix) REGIONAL ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
     (REDAC) - PARTNERING WITH RTO12 TO HOST TOURISM SUMMIT

Council requested that staff invite CB&DC, RTO 12 and Parry Sound Chamber of Commerce to the March meeting at the same time to discuss their roles. RTO 12 request deferred to March for consideration.

x) COUNCIL REMUNERATION AND EXPENSE REPORT
