1. CALL TO ORDER

The meeting was called to order at 9:30 a.m. and commenced with the singing of the National Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on July 18th, 2014, be approved, as amended.

3. SHORE/CONCESSION ROAD ALLOWANCES

i) DUNNILL, Mark
   300 Georgian Bay Water

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 300 Georgian Bay Water, on the basis of a straight-line extension of the side lot lines.

4. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

5. BY-LAWS

i) MOON RIVER CLUB
   Part Lot 41, Concession 1, Conger

A2059-14

THAT By-law Number A2059-14, being a By-law to amend By-law A2000-07, the Comprehensive Zoning By-law for Parcel 4597 PSSS, located in Part of Lot 41, Concession 1, in the geographic Township of Conger, be read and finally passed in Open Council this 15th of August, 2014.

ii) MOON RIVER CLUB
    Part Lot 41, Concession 1, Conger

THAT By-law Number 14-37, being a by-law to designate Parcel 4597 PSSS, located in Part of Lot 41, Concession 1, in the geographic Township of Conger, as a site plan control area, be read and finally passed in Open Council this 15th of August, 2014.

THAT by-law Number 14-38, being a by-law to authorize the execution of a development agreement between the Moon River Club and the Corporation of the Township of The Archipelago, be read and finally passed in Open Council this 15th of August, 2014.

iv) SKERRYVORE COMMUNITY PARK COMMITTEE

THAT By-law Number 14-39, being a by-law to establish the Skerryvore Community Park Committee for the purpose of raising funds to construct a Pavilion on property owned by the Skerryvore Ratepayers Association and described as Con 9 Part Lot 33, Part 9 and Part 10 on Plan PSR-1516 Parcel 21451 and 20389, in the geographic Township of Shawanaga, be read and finally passed in Open Council this 15th of August, 2014.

Carried.

v) APPOINTMENT – MUNICIPAL WEED INSPECTOR

THAT By-law Number 14-40, being a by-law to appoint Michael Kearns a Municipal Weed Inspector for the Township of The Archipelago, and to repeal By-law Number 11-15, be read and finally passed in Open Council this 15th of August, 2014.

6. OTHER BUSINESS

i) WEIRFOULDS - MUNICIPAL CONFLICT OF INTEREST/CODE OF CONDUCT

Reeve Ketchum discussed the letter from the Townships lawyer dealing with a concern over a Council Member not declaring a Conflict of Interest at last month's Council meeting, openly participating in the discussion over the matter, and voting on the issue. Council was advised to be cautious when dealing with matters and to carefully reflect whether they have a pecuniary interest or not, and it was recommended that they err on the side of caution.

NOW THEREFORE BE IT RESOLVED that Council moves into a CLOSED MEETING at 10:04 a.m., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, to discuss a personnel matter.

8. OPEN MEETING

NOW THEREFORE BE IT RESOLVED that Council moves out of a CLOSED MEETING at 10:37 a.m.

Carried.

Council recessed for a meeting of the Committee of Adjustment at 11:00 a.m.

9. OTHER BUSINESS

ii) ENVIRONMENT CANADA
    STURGEON BAY – PHOSLOCK APPLICATION

Discussion took place regarding a meeting being arranged with Environment Canada and the Township to discuss their position on the application of Phoslock on Sturgeon Bay. It was agreed that the Council Members from both Ward 1 and 3 along with Greg Mason, staff and possibly the consultant, Neil Hutchinson, would attend the meeting. An initial scoping exercise would be undertaken to narrow the items to be discussed at the meeting.

Council recessed for lunch at 12:10 p.m. and resumed Council at 1:00 p.m.

10. OTHER BUSINESS

iii) TOWN OF PARRY SOUND AND
     EMERGENCY MEDICAL SERVICES (EMS)

WHEREAS Council, having received further information regarding the EMS change being proposed by Parry Sound that deals with the east side of the District;

NOW THEREFORE BE IT RESOLVED that Council supports the recommended EMS changes as recommended by the EMS Advisory Committee and the Town of Parry Sound and therefore rescinds Resolution 14-087 previously passed at the July Council meeting.

NOW THEREFORE BE IT RESOLVED that Council receives the August 2014 Council Correspondence listing.

12. OTHER BUSINESS

iv) GEORGIAN BAY BIOSPHERE RESERVE (GBBR)
     EVENTS ON CRANE LAKE

Councillor Mead reported on the two activities run by the GBBR on Crane Lake this summer which he felt were extremely interesting; however, he was concerned about both the low turnout and the attitudes ratepayers were expressing regarding the environment.

v) MOOSE DEER POINT NURSING STATION (TWELVE MILE)

Councillor Seagram reported on the Moose Deer Point Nursing Station hours which are Tuesday to Friday daily from 8:00 a.m. - 4:00 p.m., and which is staffed by a nurse practitioner and a doctor who has specific hours.

THAT By-law Number 14-41, being a By-law to Confirm the Proceedings of the Regular Meeting of Council held on August 15th, 2014, be read and finally passed in Open Council this 15th of August, 2014.
