1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on April 25th, 2014 be approved.

3. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Report of the Chief Administrative Officer as distributed.

4. i) ONTARIO PROVINCIAL POLICE BILLING MODEL

WHEREAS municipalities have been legislated to provide police services;

AND WHEREAS municipalities have been paying inequitable costs for policing service;

AND WHEREAS the Ontario Provincial Police have developed a model for billing their services to municipalities;

AND WHEREAS there are a number of small municipalities who disagree with this funding model and do not believed that they will be beneficiaries of any proposed billing model;

NOW THEREFORE BE IT RESOLVED that the Province of Ontario take back the responsibility for policing small municipalities with a population of 5,000 or less.

5. REPORT OF TASK FORCES/COMMITTEES

i) PENDING LEGISLATION DUE TO 2014 PROVINCIAL ELECTION

WHEREAS the Provincial Government has called an election for June 12, 2014;

AND WHEREAS certain pending legislation has been deemed to be crucial and significant to the Township of The Archipelago, Georgian Bay, and the Great Lakes as a whole;

NOW THEREFORE BE IT RESOLVED that the Council for The Township of The Archipelago deems it imperative that the following pending legislation be enacted by the future Government of Ontario;

i) Great Lakes Protection Act, 2014 (Bill 6)
ii) Invasive Species Act, 2014 (Bill 167)
iii) Draft regulatory amendments to support the implementation of the Great Lakes – St. Lawrence River Basin Sustainable Water Resources Agreement

AND FURTHER BE IT RESOLVED that this resolution be sent to the leaders of all official Provincial parties and to the respective candidates running in the electoral District of Parry Sound – Muskoka.

6. OTHER BUSINESS

i) ONTARIO GOOD ROADS ASSOCIATION (OGRA)
    CONTRIBUTION TO LITIGATION FUND – SURPLUS

WHEREAS in 2010 the Ontario Good Roads Association appealed to municipalities for a contribution to a litigation fund to defend the Minimum Maintenance Standards (MMS) in court;

AND WHEREAS the Township of The Archipelago contributed $1,000 to the litigation fund;

AND WHEREAS OGRA successfully defended its MMS and there is a balance remaining in the fund and The Archipelago's share is $501;

NOW THEREFORE BE IT RESOLVED that the Council authorizes staff to request OGRA to refund the amount of $501.00.

ii) TONY CLEMENT GOLF TOURNAMENT – July 7, 2014

NOW THEREFORE BE IT RESOLVED that Council authorizes the following individuals to participate in the Tony Clement Golf Tournament on July 7, 2014: Reeve Ketchum, Councillor Hansuld, Joe Villeneuve and Cale Henderson.

iii) TOWNSHIP OF SEGUIN
     FEASIBILITY STUDY FOR MUNICIPAL POLICE FORCE

WHEREAS the Ministry of Community Safety and Correctional Services has announced that it is considering changing the current OPP Billing Model;

AND WHEREAS the proposed changes would result in a significant cost increase to the Township of The Archipelago;

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago supports Resolution No. 2014-126 of the Township of Seguin and that in the event that the Province confirms the new OPP billing model and the proposed changes will result in a significant cost increase to the Township of The Archipelago, the Council of the Corporation of the Township of The Archipelago in partnership with the Township of Seguin and neighbouring municipalities, supports retaining the services of MPM Consulting to conduct a study to determine the feasibility of the the Township of Seguin, the Township of The Archipelago, and neighbouring municipalities, of forming a new police force;

AND FURTHER BE IT RESOLVED that this resolution be circulated to the Township of Seguin, Municipality of McDougall, Municipality of Whitestone, Township of McKellar and the Township of Carling.

That By-law Number A2057-14, being a By-law to amend By-law A2000-07, the Comprehensive Zoning By-law for part of Part 5 on Plan 42R-6083, in the geographic Township of Harrison be read and finally passed in Open Council this 16th day of May, 2014.

ii) TEMPORARY USE BY-LAW (DOCKS)

That By-law Number A2056-14, being a By-law to repeal Temporary Dock By-law Number A2047-13, which allowed property owners on Georgian Bay to deviate from the existing docking regulations of Comprehensive Zoning By-law Number A2000-07, as amended, for docks fronting Georgian Bay, due to the expected recovery of the water levels of Georgian Bay be read and finally passed in Open Council this 16th day of May, 2014.

    FIRE INSPECTION SERVICES AGREEMENT (RENEWAL)

NOW THEREFORE BE IT RESOLVED that Council receives the May 2014 Council Correspondence listing.

9. SMART COMMUNITIES UPDATE

Joe Villeneuve reported to Council that he attended the Smart Communities meeting where stakeholders learned the SMART Community had teamed up with Vianet to offer a fibre network to all seven West Parry Sound municipalities. The proposal would see a fibre backbone stretching through Seguin, Parry Sound, Whitestone, McKellar, Carling, Archipelago and McDougall. Joe relayed to Council that it could all materialize within two years. Once complete, municipalities, Vianet and other service providers could look at a combination of small towers and more point-of-presence sites to reach more remote users.

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 10:50 a.m., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended for legal matters.

12. PURCHASE OF PROPERTY

NOW THEREFORE BE IT RESOLVED that Council authorize the CAO to negotiate for the purchase of the property as discussed in closed meeting with Council, upon receipt of the requested appraisal.
