1.         CALL TO ORDER

The Reeve called the meeting to order at 9:00 a.m. The meeting commenced with the singing of the National Anthem.

2.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on March 19, 2010, be approved.

3.         OFFICIAL PLAN/ZONING AMENDMENTS

i )         GEORGIAN BAY LAND TRUST/ SIX PROPERTIES THROUGHOUT THE TOWNSHIP

WHEREAS Resolution No. 09-084 was passed in June, 2009, authorizing a donation of $5,250.00 to the Georgian Bay Land Trust to cover the fees associated with rezoning five properties from the Coastal/Island Residential (CR) Zone to the Natural State Conservancy (NSC) Zone;

AND WHEREAS the Township is finally in receipt of six zoning by-law amendment applications from the Georgian Bay Land Trust, and due to a change in the application fee, the actual cost of the six applications is $6,000.00;

NOW THEREFORE BE IT RESOLVED that Council receives the applications and directs staff to process same;

AND FURTHER BE IT RESOLVED that Council authorizes an additional donation in the amount of $750.00 to cover the cost of the extra application.

4.         UNFINISHED PLANNING BUSINESS

i )         SEGUIN TOWNSHIP PUBLIC MEETING/ CAMP FOR THE DEAF AND RACE TRACK

Staff informed Council on the recent public meeting held in Seguin Township dealing with the Camp for the Deaf and the race tracks for motocross and snowmobiles.

Council directed that the matter be referred to the next Planning Committee meeting and staff is to provide further background material for Council as well as potential input from concerned citizens or groups.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICE

i )         APRIL 19, 2010 REPORT

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

ii )         HYDRO ONE – PROPOSED TRANSMISSION LINE

Councillor Williams requested an update on the recent Hydro meeting regarding the potential addition of another major power transmission line. Ray Hachigian gave a brief update but indicated that little was garnered as this is just the initial meeting regarding this potential Hydro transmission expansion.


iii )         BILL HENDERSON AWARD

NOW THEREFORE BE IT RESOLVED that Council recognized the OBOA award, the Bill Henderson Award, received by Ray Hachigian from the OBOA.

6.         REPORT OF TASK FORCES/COMMITTEES

i)          ENVIRONMENT COMMITTEE

Discussion took place regarding the Phoslock proposal for the treatment of Sturgeon Bay. Council indicated that it was in general support of the proposal so long as the two senior levels of government and the local residents are prepared to assist in covering the financial cost for implementing this proposal.

Reeve Ketchum is to meet with Strategy Corp. to help gain access and evaluate the potential success of such a lobby effort and report his findings back to Council.

Council was made aware of a Ministry of Natural Resources (MNR) enforcement issue that is currently being looked at on the Moon River. Recently, the MNR research trap nets were illegally used and a substantial portion of the walleye breeding stock was removed.

NOW THEREFORE BE IT RESOLVED that Council accepts the 2010 budget documents as discussed and amended by the Finance Committee.

8.         OTHER BUSINESS

i )         DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION / SPRING MEETING – APRIL 30, 2010 SUNDRIDGE

NOW THEREFORE BE IT RESOLVED that Council authorizes the following Council Members to attend the District of Parry Sound Municipal Association spring meeting at Sundridge on April 30, 2010:  Councillor Walker and Councillor Desmasdon.

ii)         POINTE AU BARIL CHAMBER OF COMMERCE/ ROOF REPAIRS

NOW THERE BE IT RESOLVED that Council defer the request from the Pointe au Baril Chamber of Commerce until the two Ward One Councillors can report back to Council with their findings.

Carried.

Councillor Cochrane left the Council meeting and did not return.

iii)        ASSOCIATION OF MUNICIPALITIES OF ONTARIO (AMO)/JOINT AND SEVERAL LIABILITY PAPER

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The  Archipelago supports the Association of Municipalities of Ontario paper entitled “The Case for Joint and Several Liability Reform in Ontario”, as presented to the Attorney General’s office, which highlights how municipalities have become the  targets of litigation when other defendants fail to have the means to pay high damage awards.

iv)        TONY CLEMENT GOLF TOURNAMENT/ JULY 12th, 2010

9.         BY-LAWS

i)        DEEMING BY-LAW  (SZYMANSKI, Heather)Lot 1 of M-292 CONGER

THAT By-Law Number 10-16, being a by-law to deem Lot 1 of Plan M-292, in the geographic Township of Conger, not to be a part on a registered plan of subdivision, in order that the land can merge on title with a portion of the municipal concession road allowance abutting the subject property, be read and finally passed in Open Council this 16th day of April, 2010.

THAT By-Law Number 10-17, being a by-law to declare to be surplus and to stop up, close and sell parts of the Original Shore Road Allowance in front of Broken Lot 1 in Concession 9, in the geographic Township of Cowper, now in the Township of The Archipelago, in the District of Parry Sound, designated as Parts 1, 2 and 3 on Plan 42R-18925, be read and finally passed in Open Council this 16th day of April, 2010.

iii)        MINISTRY OF TRANSPORTATION/SALE OF LANDS TO ACCOMMODATEFOUR-LANING HIGHWAY 69 – SHAWANAGA

THAT By-Law Number 10-18, being a by-law to declare to be surplus and authorize the sale of certain lands set out and described as all of PIN 52093-0339 (LT) being part of Location C.L. 225 and part of the Annulled Portion of the Township of Shawanaga, in the geographic Township of Shawanaga, now in the Township of The Archipelago, designated as Part 7 (Ministry Plan P-2944-27) on Plan 42R-18687, be read and finally passed in Open Council this 16th day of April, 2010.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago recognizes Cale Henderson and Jane Nawroth for the successful completion recently of a Planning Board Course.

vi)        TOWNSHIP’S WEBSITE

Council requested that a new section be added to the Township’s website for Staff News.

vii)       MEMORIAL SERVICE FOR HANS MUYSSON/ COUNCILLOR FOR CARLING TOWNSHIP

Council was made aware of the passing of Councillor Hans Muysson, a member of Carling Township Council, and the memorial service to be held on June 13, 2010, at the Carling Recreation Centre.
