1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on March 14th, 2014, be approved.

3. DEPUTATIONS

i) WEST PARRY SOUND HEALTH CENTRE (WPSHC)

Donald Sanderson, CAO for the WPSHC, spoke to Council regarding the state of the Hospital and the services it provides to the community. Mr. Sanderson informed Council that the Township is well represented and that the Board is proud of its financial management that has allowed it to continue to have balanced budgets during these tough economic times. The WPSHC recognizes the importance of the dedicated volunteers, as well as the foundation for allowing the hospital to increase the range of services being provided to the area.

Two main initiatives will be pursued this year and that is the update to the WPSHC Strategic Plan and the ongoing recruitment program. Mr. Sanderson wished to thank Council for its strong support in the recruitment initiative.

4. SHORE/CONCESSION ROAD ALLOWANCES

i) FRANKS, Leslie and Isabelle
   44 Porcupine Spur

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 44 Porcupine Spur on the basis of a straight-line extension of the side lot lines.

5. OFFICIAL PLAN/ZONING AMENDMENTS

i) Skerryvore Ratepayers' Association

Cale Henderson gave a brief background on the item and staffs recommendations on the three by-laws.

7. REPORT OF TASK FORCES/COMMITTEES

i) ADMINISTRATION/FINANCE
   CRAGANMOR RESORT AND LIQUOR LICENCE

NOW THEREFORE BE IT RESOLVED that Council supports the recommendation of the Administration/Finance Committee to authorize an amendment to the LCBO permit for Crangamor Resort, by increasing the outdoor seating from 18 to 22 people, for the purpose of servicing alcohol.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago enters into a service agreement with the Township of Carling for a Manager of Public Works and Facilities (Mike Kearns), based on the same method of cost sharing as the existing shared positions.

9. OTHER BUSINESS

i) ONTARIO PROVINCIAL POLICE (OPP) COSTING
   ASSOCIATION OF MUNICIPALITIES OF ONTARIO (AMO) REPORT

Reeve Ketchum reported on the discussions at the recent Heads of Council meeting in which the issue of OPP costing was discussed. Mayor Conn, who sat on the AMO sub-committee, indicated his frustration with the results. Reeve Ketchum noted that the Province seems set on the method of allocating costs whether there is unfairness in this formula or not. The Reeve stressed the need to continue to have ratepayers send in their objections to the government and their local M.P.P. If the Province does not move off of this formula, a study to see if establishing a local police force will likely need to be undertaken.

10. PUBLIC MEETING

A public meeting was held at 10:00 a.m. to consider two Zoning By-law Amendments. The first public meeting was to consider the following:

i) Proposed Zoning By-law Amendment No. Z03-14
   (MOREL, Robert, et al)

The Planner, Cale Henderson, opened the public meeting and described the proposed zoning by-law amendment. Council and the public, respectively, were asked if they had any questions or comments. No written comments were received. Hearing no questions this public meeting was closed.

The second public meeting was then opened to consider the following:

ii) Proposed Zoning By-law Amendment No. A2056-14
(to Repeal the Temporary Use By-law - Docks)

Cale Henderson, Planner, opened the public meeting and described the proposed zoning by-law amendment. Council and the public, respectively, were asked if they had any questions or comments. No written comments were received. Hearing no questions this public meeting was closed.

iii) WOLLASTON TOWNSHIP
     PROVINCIAL DIRECTION - DEVELOPMENT ON PRIVATE ROADS

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the Township of Wollaston's resolution of March 2014 to request that the Ministry of Municipal Affairs and Housing reconsider its policy direction regarding development on private roads and unopened road allowances, and that policies be developed to allow municipalities more autonomy to regulate development that is appropriate to their specific area.

iv) NORTH BAY PARRY SOUND DISTRICT HEALTH UNIT
    ACCOMMODATION PHASE 1 – PURCHASE OF LAND

WHEREAS the Board of Health for the North Bay Parry Sound District Health Unit would like to proceed with the option to purchase property to address the accommodation issue;

AND WHEREAS consent of councils from the majority of municipalities within the Health Unit service area is required;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the Board of Health for the North Bay Parry Sound District Health Unit in proceeding with the purchase of property.

v) TOWNSHIP OF ARMOUR

   WINTER MAINTENANCE – HWY 11

Councillor Williams abstained from voting and removed himself from the table.

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago supports Resolution No. 21 of the Township of Armour in its request to the Premier of Ontario to take the necessary steps to restore the level of service for winter maintenance on Highway 11 to its former level.

vi) WEST PARRY SOUND ROAD SUPERVISORS ASSOCIATION
    TRUCK RODEO COMPETITION – JUNE 17, 2014

NOW THEREFORE BE IT RESOLVED that Council authorizes staff to participate in the West Parry Sound Truck Rodeo competition on June 17, 2014, in Parry Sound, sponsored by the West Parry Sound Road Supervisors Association.

Councillor Williams resumed his seat at Council.

12. BY-LAWS

iv) CONCESSION ROAD ALLOWANCE BY-LAW

THAT By-law Number 14-17, being a By-law to close and stop up that part of the original concession road allowance between Lots 10 and 11, Concession 12, geographic Township of Conger, designated as Part 1 of Plan 42R-20073, and to transfer that part of the said original concession road allowance to the abutting owner pursuant to S. 34 of the Municipal Act, 2001, be read and finally passed in Open Council this 25th day of April, 2014.

13. OTHER BUSINESS

viii) HOLIDAY COVE MARINA

Council discussed the proposal by the owner of the house that abuts the marina and their interest to sell to the Township. At this time Council has asked staff to explore, but take no action.

ix) ONTARIO HYDRO - LINE MAINTENANCE

Councillor Walker asked if staff could speak to Mr. Barks to see what the time line is for line clearing in Ward 6.
