1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on January 17th, 2014, be approved, as amended.

3. DEPUTATIONS

i) MINISTRY OF NATURAL RESOURCES (MNR)

Dan Duggan, District Manager with the Ministry of Natural Resources updated Council on their new business model. The Ministry has been going through a three-year transformation and is now in its final year which will leave 30 staff in the Parry Sound office. Mr. Duggan explained that the Ministry is adjusting its focus to the important issues, will now be taking positions on issues and strengthening communication with the municipalities.

Jeremy Rouse, Species and Risk Biologist, reported that the Province is simplifying the rules for landowners, municipalities, and business under its Endangered Species Act without sacrificing the goals and objectives of the legislation. The Province is streamlining its approach to species at risk protection by implementing standardized rules and an online registry for certain low risk activities.

ii) PHOSLOCK APPLICATION – STURGEON BAY

Nigel Traill and Said Yasseri of Phoslock; Dr. Tammy Karst-Riddoch of Neil Hutchinson Environmental Sciences Ltd., and Greg Mason of the Georgian Bay Biosphere Reserve, updated Council on the Phoslock application. Phoslock is a product designed for phosphate removal from water. Its ability to bind phosphate makes it an effective tool in lake restoration. Mr. Traill provided Council with information on the Phoslock product and examples of similar projects they have completed, how they propose to apply Phoslock to Sturgeon Bay and what results can be expected.

4. SHORE ROAD / CONCESSION ROAD ALLOWANCES

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 1262 Georgian Bay Water on the basis of a straight-line extension of the side lot lines.

5. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

6. REPORT OF TASK FORCES/COMMITTEES

i) GEORGIAN BAY LAND TRUST/
   AMERICAN FRIENDS OF CANADIAN LAND TRUSTS

NOW THEREFORE BE IT RESOLVED that Council receives the Zoning By-law Amendment application and directs staff to circulate it for a future public meeting;

AND FURTHER BE IT RESOLVED that Council authorizes a donation to the Georgian Bay Land Trust, in the amount of $1000.00, in response to correspondence submitted with the application.

8. OTHER BUSINESS

i) RANDY PETTAPIECE, MPP (PERTH-WELLINGTON)
   RESOLUTION ON JOINT AND SEVERAL LIABILITY

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the Private Member's resolution introduced by Randy Pettapiece, MPP (Perth-Wellington), to implement a comprehensive, long-term solution to reform joint and several liability insurance for municipalities.

ii) TAX WRITE-OFFS

NOW THEREFORE BE IT RESOLVED that Council authorizes the following tax write-offs for 2014:

TOTAL SOUTH: $4,951.64 TOTAL NORTH: $9,249.54 and
TOTAL SOUTH: $479.16 TOTAL NORTH: $896.94

iii) WEST PARRY SOUND JOINT ELECTION COMPLIANCE AUDIT COMMITTEE

WHEREAS By-law No. 10-22, being a By-law to authorize the establishment of the West Parry Sound Joint Election Compliance Audit Committee;

AND WHEREAS the term of office for the committee ends on November 30, 2014;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the reappointment of Larry Simmons to the West Parry Sound Joint Election Compliance Audit Committee for the term December 1, 2014 to November 30, 2018.

iv) OPP FUNDING FORMULA

WHEREAS the province is in the process of reapportioning the cost for OPP services;

AND WHEREAS the proposed change has a significant impact to the Township of The Archipelago;

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago strongly feel that the proposed formula is unfair and unequitable and therefore supports the formation of a local police force in conjunction with surrounding municipalities and agrees to commit the resources to undertake this study.

AND FURTHER BE IT RESOLVED that this resolution be sent to the Madeleine Meilleur, Minister of Community Safety and Correction Services, Kathleen Wynne, Premier of Ontario, ROMA, AMO and the surrounding municipalities.

v) MNR BLACK BEAR PILOT

WHEREAS the Minister of Natural Resources has implemented a two-year pilot project to allow a spring bear hunt in certain regions of northern Ontario;

AND WHEREAS the Township of The Archipelago has requested to be included in this project, but were excluded from the program because the Township does not fall within the pilot area;

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago is a part of northern Ontario and therefore is requesting that the Minister of Natural Resources to consider that the Township of The Archipelago be included in any expansion of the two year pilot program.

9. BY-LAWS

i) INTELIVOTE SYSTEMS INC. (ISI) AGREEMENT
   ELECTRONIC VOTING SYSTEM FOR 2014 MUNICIPAL ELECTIONS

That By-law 14-10, being a By-law to enter into an agreement between the Township of The Archipelago and Intelivote Systems Inc. (ISI), to provide an Electronic Voting System for the 2014 Municipal Elections, be read and finally passed in Open Council this 14th day of February, 2014.

That By-law 14-11, being a By-law to confirm the proceedings of the Regular Meeting of Council held on February 14th, 2014, be read and finally passed in Open Council this 14th day of February, 2014.
