1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on September 20th, 2013, be approved.

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 9:03 a.m. pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with personnel matters.

4. SHORE ROAD / CONCESSION ROAD ALLOWANCES

i) CHALMERS, William
496 Blackstone-Crane Lake Road

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 496 Blackstone-Crane Lake Road on the basis of a straight-line extension of the side lot lines.

i) PUBLIC WORKS COMMITTEE
SMALL, RURAL AND NORTHERN MUNICIPAL INFRASTRUCTURE FUND
SKERRYVORE COMMUNITY ROAD RECONSTRUCTION

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago hereby declares, in respect to the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program – Expression of Interest pertaining to the Skerryvore Community Road Reconstruction:
• the information in the Expression of Interest is factually accurate; and
• the municipality will have a Comprehensive Asset Management Plan that includes all the information and analysis described in Building Together Guide for Municipal Asset Management Plans in place by December 31, 2013; and
• the Comprehensive Asset Management Plan will be publicly available, including online by May 30, 2014; and
• the project put forward will be completed by December 31, 2015.

CAPACITY FUNDING

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago hereby certifies that, in respect to the Expression of Interest for the Small, Rural and Northern Municipal Infrastructure Fund – Capacity Funding:
• the Comprehensive Asset Management Plan will be publicly available, including online by May 30, 2014; and
• the municipality will fill out a Final Report in a form acceptable to the Ministry of Rural Affairs by December 31, 2014.

iii) MAHONEY, Steven and Katie

WHEREAS the Township is in receipt of a Work Permit from the Ministry of Natural Resources with respect to the construction of a road across Crown land to access Parts 1 and 2 on Plan 42R-3823 and Parts 1,2,4 and 5 on Plan 42R-15807, in the geographic Township of Conger;

AND WHEREAS according to the Township's Official Plan, consideration may be given to the development of private roads, or access roads over Crown land in the Crane Lake Neighbourhood;

AND WHEREAS in accordance with Section 13.15 of the Official Plan, the owners have fulfilled the criterion with respect to the requisite policies;

NOW THEREFORE BE IT RESOLVED that the Ministry of Natural Resources be informed that Council has no objection to the construction of a road over Crown land in order that the applicants can access their properties;

AND FURTHER BE IT RESOLVED that the owners make application to The Archipelago Area Planning Board for a right-of-way across the lands designated as Part 2 on Plan 42R-3823 and Parts 4 and 5 on Plan 42R-15807, in favour of Part 1 on Plan 42R-3823 including Parts 1 and 2 on Plan 42R-15807, located in the geographic Township of Conger.

iv) REPORT OF ENVIRONMENT COMMITTEE

WHEREAS the ad hoc Environment Committee for the Township of The Archipelago reviewed various potential options that the Township may take in dealing with environmental issues that confront the municipality;

AND WHEREAS one option was to enter into an agreement with the Georgian Bay Biosphere Reserve which the ad hoc committee recommended;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago authorizes staff to proceed with the drafting of an agreement with the Georgian Bay Biosphere Reserve and present this agreement for consideration at the November Council meeting.

8. OTHER BUSINESS

i) CITY OF NORTH BAY
INFRASTRUCTURE FUND FOR SMALL, RURAL AND NORTHERN MUNICIPALITIES

WHEREAS municipalities in Ontario have an estimated $60 billion, ten-year infrastructure gap between what they spend and need to spend to account for repairs, rehabilitation and new needs and municipalities cannot make it up alone;

AND WHEREAS the 2013 Ontario Budget announced a $100 million Small, Rural and Northern Municipal Infrastructure Fund to help municipalities to invest in their critical infrastructure needs;

AND WHEREAS this funding is proposed to become permanent in budget 2014;

AND WHEREAS the Ministries of Rural Affairs and Infrastructure held consultations with municipalities and the session attended by the City of North Bay overwhelmingly indicated that municipalities preferred a formula-based approach to distribute the Small, Rural and Northern Municipal Infrastructure Program in 2013 and the future;

AND WHEREAS the Federation of Northeastern Ontario Municipalities has supported the Association of Municipalities of Ontario call for a predictable formula which will allow eligible municipalities across the province to invest in local infrastructure priorities;

AND WHEREAS the 2013 Small, Rural and Northern Municipal Infrastructure Fund announced by the Premier includes a $71 million application-based competitive portion;

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago supports the City of North Bay in its request to the Honourable Kathleen Wynne, Premier of Ontario and the Honourable Ministers of Infrastructure and Rural Affairs to:

• institute a formula-based funding approach for the permanent fund in the 2014 Budget; and
• to work with municipalities, representative municipal associations, and the Association of Municipalities of Ontario to develop this formula.

AND FURTHER BE IT RESOLVED that this resolution be copied to the Association of Municipalities of Ontario, FONOM, NOMA, ROMA and the Small Urban Municipal Association and the two opposition party leaders for their information.

ii) GREAT LAKES AND ST. LAWRENCE CITIES INITIATIVE
WATER LEVELS

WHEREAS the Great Lakes and St. Lawrence Cities Initiatives (GLSLCI) Advisory Committee on Water Levels discussed the issue on a teleconference call;
AND WHEREAS the Advisory Committee reviewed various water level mitigation measures and gave suggestions to the GLSLCI Board to include in their formal response to the International Joint Commission (IJC);

AND WHEREAS several Advisory Committee members raised concerns over the need and timing of further studies regarding various potential mitigation measures that would deal with water levels in the middle Great Lakes;

AND WHEREAS any further studies could result in the significant delay of taking any substantive mitigation measures that would help regulate the water levels in middle Great Lakes, Michigan, Huron and Georgian Bay;

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago requests that the GLSLCI strongly encourage the IJC and the two federal levels of government to take prompt action to restore water levels on the middle Great Lakes to their natural historic levels.

ABSTRACT ISLAND, GEORGIAN BAY

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago has no objections to a request received by the Ontario Geographic Names Board to name an island located in Georgian Bay, south of Big Burnt Island, near Bayfield Inlet, Abstract Island.
