1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on August 23rd, 2013, be approved.

3. SHORE ROAD/CONCESSION ROAD ALLOWANCES

i) CARDONA, Alex and Lilian
   1370 Georgian Bay Water

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 1370 Georgian Bay Water, as shown in the application, and subject to a deeming by-law being registered against the applicants' property, thereby allowing the portions to merge.

ii) BEAULNE, Ray
   103 Crane-Walker Road

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 103 Crane-Walker Road on the basis of a straight-line extension of the side lot lines.

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the municipal road allowance located between Lots 10 and 11 in Concession 12, in the geographic Township of Conger, as shown in the application, and more particularly being the road allowance south of Edge Line and incorporating the applicants' private driveway, and subject to the applicants paying a purchase price of $1,500.00.

4. REPORT OF TASK FORCES/COMMITTEES

i) HUMAN RESOURCES COMMITTEE

NOW THEREFORE BE IT RESOLVED that Council authorizes the following appointments to the Human Resources Committee: Chair – Councillor Ted Christie, and Vice-Chair – Councillor Ian Mead.

5. OTHER BUSINESS

i)  LOW WATER LEVELS
    GEORGIAN BAY MUNICIPAL LEADERS

Reeve Ketchum commented on the letter sent by Gord McKay, Mayor of the Town of Midland and Chair of Georgian Bay Leaders, addressed to the Honourable Denis Lebel, Minister of Infrastructure Canada, regarding a request for funds to offset the economic impact of low water on Georgian Bay.

ii) TOWNSHIP OF BALDWIN - REQUEST FOR SUPPORT
    REVIEW OF LAND TAX SYSTEM (NORTHERN ONTARIO)

Council directed staff to contact the Association of Municipalities of Ontario (AMO) regarding the issue raised by the Township of Baldwin in its letter dated August 16, 2013, and to report back to Council in October, before Council considers endorsing the proposed resolution.

iii) CHRISTMAS OFFICE HOURS

NOW THEREFORE BE IT RESOLVED that Council authorizes the closure of the Township office from noon on December 24th, 2013, to and including January 1st, 2014, and that staff use vacation days as required.

iv) NEAR NORTH DISTRICT SCHOOL BOARD
    ACCOMMODATION REVIEW COMMITTEE (ARC)

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago endorses the recommendations of the Accommodation Review Committee entitled "REPORT for ARC Committee – Parry Sound Family of Schools", dated June 25, 2013, including the following recommendations:

     - Seek funding for a new Kindergarten to grade eight elementary school in a separate but attached building to the grade 9 - 12 secondary school. One
       campus allowing program integration and shared facilities where possible.
     - Our (ARC Committee) recommendation would allow for the closure of area schools, McDougall, Nobel and Parry Sound High School once the Board decides
       that the new build will happen.
     - The area extended French program would be housed in the new build.
     - The new campus is proposed to be built in the community where the most students come from.

7. OTHER BUSINESS

v) FIVE-YEAR REVIEW OF OFFICIAL PLAN
    MINISTRY OF NATURAL RESOURCES

Council requested that staff review the Ministry of Natural Resources document and where, in its opinion, downloading is occurring, to raise the issue with AMO and any other relevant association and to seek support in opposing any further downloading of services by the Province.

vi) BLUE-GREEN ALGAE MEETING
     MINISTRY OF THE ENVIRONMENT

Council directed staff to schedule a meeting with the Senior Policy Advisor for the Ministry of the Environment and to include Reeve Ketchum, Councillor Mead, and two staff members.

vii) WEST PARRY SOUND HEALTH CENTRE
     EMERGENCY DEPARTMENT WAIT TIMES

Council authorized Councillors Christie and Zanussi to draft a letter raising the concerns over wait times at the West Parry Sound Health Centre Emergency Department. In addition, Council asked staff to gather information on the utilization of a Nursing Station and Nurse Practitioners at the Peterborough Hospital.

viii) POINTE AU BARIL NURSING STATION

Council discussed the future of the Pointe au Baril Nursing Station and the involvement of the Township in its redevelopment, along with a new ambulance base.

8. PUBLIC MEETING

i) Proposed Zoning By-law Amendment No. Z09-13
   (Kennedy, Murray and Mabel)

A Public Meeting was held to consider Zoning By-law Amendment Number Z09-13, that would rezone a property located in Pointe au Baril from the General Residential Zone to the Pointe au Baril Commercial Zone. Ray Hachigian opened the meeting and then turned the meeting over to the Planner, Cale Henderson to present his report.

The meeting was then opened to the applicant and to the public for comments. The applicant, Murray Kennedy, spoke on his own behalf and noted that the property used to have a commercial zoning. He reiterated the reasons why he wanted the property rezoned to a commercial zoning.

Council asked questions and when no further comments where raised, the public meeting was declared closed.

Council recessed for a break and resumed business following the Committee of Adjustment hearing at 11:18 a.m.

9. OTHER BUSINESS (Continued)

ix) POINTE AU BARIL WHARF

Council discussed the concerns raised by contractors over the current fee structure and management of the site. Council directed staff to report back with potential solutions to the concerns raised.

x) 2014 COUNCIL MEETING SCHEDULE

Council requested changes to the 2014 council meeting schedule for the months of April and June.

xi) WIND POWER

WHEREAS the Provincial Government has made amendments to the Green Energy Act;

AND WHEREAS the Provincial Government has now enabled local municipalities to decide if they wish to be a willing host for wind farms;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago hereby informs the Honourable Kathleen Wynne, Premier, and the Honourable Jim Bradley, Minister of the Environment, that the Corporation of the Township of The Archipelago is Not a Willing Host for Industrial Wind Turbines.

xii) CRANE LAKE – FIRE AGREEMENT

Councillor Ian Mead (Ward 5) reported that he has completed the initial straw poll to determine whether the residents on Crane Lake want to pursue a fire agreement with the Township of Seguin similar to the one that exists with Blackstone Lake. Council authorized staff and Councillor Mead to could explore the potential for a fire agreement with the Townships of Seguin and Georgian Bay and to present the information to ratepayers through a formal survey conducted by the local association.
