1. CALL TO ORDER

The meeting was called to order at 8:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on April 19th, 2013, be approved.

3. OTHER BUSINESS

i) GEORGIAN BAY LOW WATER LEVELS

Reeve Ketchum reported on his meeting in Ottawa as a member of the sub-committee of Heads of Council dealing with the low water level crisis on Georgian Bay. The Committee met with Ministers Baird and Clement as well with all the other Members of Parliament whose ridings abut Georgian Bay and raised the financial need for local businesses and municipal infrastructure that are impacted by the low water. The group received a positive response to their financial request of ten million dollars.

NOW THEREFORE BE IT RESOLVED that Council receives the Zoning By-law Amendment Application, deems it complete, and directs staff to circulate notice for a future public meeting.

NOW THEREFORE BE IT RESOLVED that Council receives the May 2013 Council Correspondence listing.

ii) BELL MOBILITY
Part Lot 17, Concession 10 Conger

Staff updated Council on the proposed 106 metre tower to be located on private lands on Blackstone Crane Lake Road. To fulfill Industry Canada's required consultation process, Bell Mobility has provided staff with a Site Selection and Justification report for their internal review.

NOW THEREFORE BE IT RESOLVED that staff be directed to advise the Ministry of Natural Resources that Council has no objection to the acquisition of the Crown Reserve fronting Lot 3 of Plan M-251, in the geographic Township of Harrison, on the basis of a straight-line extension of the side lot lines.

8. CLOSED MEETING

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 8:34 a.m., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended to discuss with a legal matter at the Ontario Municipal Board.

Councillor Zanussi declared a pecuniary interest and removed himself from Council.

THAT By-law 13-28, being a By-law to designate Part 8 on Plan 42R-3598, including Part 1 on Plan 42R-11241, located in Part Lot 41, Concession 4, in the geographic Township of Conger, as a Site Plan Control Area be read and finally passed in Open Council this 8th day of May, 2013.

THAT By-law 13-29, being a By-law to authorize the execution of a site plan agreement between Aime, Marie and Anthony Dion and the Township be read and finally passed in Open Council this 8th day of May, 2013.

Councillor Zanussi resumed his seat at Council.

iii) NUISANCE BEARS – IMPOSITION OF FEES
MCLAREN, DERBYSHIRE AND LOUISA ISLANDS

THAT By-law 13-30, being a By-law to Impose Fees or Charges on Certain Classes of Persons for the Cost of Bear Control Services (McLaren, Derbyshire and Louisa Islands) be read and finally passed in Open Council this 8th day of May, 2013.

10. OTHER BUSINESS

iii) POINTE AU BARIL LIGHTHOUSE AND RANGE TOWER

The CAO reported that the business plan has been submitted.

iv) CANADA DAY CELEBRATIONS

Reeve Ketchum informed Council that the Pointe au Baril Celebration would not be taking place this year.

v) POINTE AU BARIL NURSING STATION AND AMBULANCE FACILITY

Councillor Desmasdon updated Council on the status of the new ambulance facility and the withdrawal of the Pointe au Baril Emergency First Response Team.

vi) PARRY SOUND DISTRICT MUSEUM

Councillor Walker updated Council on the activities of the Museum and the upcoming Lighthouse Exhibit.

vii) ONTARIO PROVINCIAL POLICE

Councillor Walker reported on the first quarter statistics as well as his meeting with the Safe Quiet Lakes group and felt that it could be a benefit to area associations that have issues with boaters.

viii) STOP THE DROP CAMPAIGN

Council discussed the issue and decided to remain neutral and review in the fall how successful the campaign has been in achieving its goal of 20,000 members.
