1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the Nation Anthem.

2. MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on March 22nd, 2013, be approved.

3. DEPUTATIONS

i) WASAUKSING FIRST NATION
IMPROVEMENTS TO WASAUKSING MARINA AND CAMPGROUND

Ryan Tabobondung, Director of Public Works, spoke to Council about an application the Wasauksing First Nation is submitting to FedNor for funding for upgrades to the Wasauksing Marina/Campground (formerly Oak Point Marina). The upgrades include the installation of a system for potable water, improvements to the gas pump to meet current regulations and a pump-out system for all boats.

Wasauksing First Nation believes the upgrades will benefit all boaters and campers including The Archipelago residents and is requesting a letter of support for its application.

Reeve Ketchum and Council extended an invitation to meet the new Chief of Wasauksing First Nation as well as to the Public Information Meeting on Low Water Levels on Georgian Bay, scheduled for April 27, 2013.

ii) COMMUNICATION MEDIUM FOR 'STOP THE DROP' CAMPAIGN
AND OTHER GEORGIAN BAY ISSUES (www.stopthedrop.ca)

Colin Dobell updated Council on 'Stop the Drop', which is a campaign to recruit Georgian Bay users to an online community in support of action on low water levels. Its goals are to establish an online community to educate, prepare and aid stakeholders to adapt to what is going to happen with the Bay and encourage/manage discussions. Stop the Drop hopes to provide a simple and easy way for all users of Georgian Bay to get educated and communicate.

5. REPORT OF THE TASK FORCE/COMMITTEES

i) CONSERVATION RESERVE C117
NORTH GEORGIAN BAY SHORELINE AND ISLANDS

WHEREAS The Township of The Archipelago is in support of protecting the sensitive shoreline and islands of Georgian Bay;

AND WHEREAS Council requested that Municipal Shore Road Allowances and Concession Road Allowances not be included in the regulated North Georgian Bay Shoreline and Islands Conservation Reserve (C117);

NOW THEREFORE BE IT RESOLVED that Council supports the regulation of the North Georgian Bay Shoreline and Islands Conservation Reserve (C117) without the inclusion of Municipal Shore Road Allowances and Concession Road Allowances;

AND FURTHER BE IT RESOLVED that Council supports not to include adding the Municipal Shore Road Allowances and Concession Road Allowances to the regulated Conservation Reserve (C117) in the future.

i) POINTE AU BARIL LOBSTERFEST – JULY 20, 2013
SPECIAL OCCASION PERMIT

NOW THEREFORE BE IT RESOLVED that Council designates the Pointe au Baril Emergency Response Team's 24th Annual Lobsterfest scheduled to be held on July 20, 2013, to be a municipally significant event, in accordance with the requirements of a Special Occasion Permit.

ii) TONY CLEMENT CHARITY GOLF TOURNAMENT – JULY 8, 2013

NOW THEREFORE BE IT RESOLVED that Council authorizes the following to participate in the Tony Clement Charity Golf Tournament on July 8th, 2013: Reeve Ketchum, Councillors Ian Mead and John Hansuld, and Cale Henderson, Planner.

iii) WASAUKSING FIRST NATION
IMPROVEMENTS TO WASAUKSING MARINA AND CAMPGROUND

WHEREAS Wasauksing First Nation is submitting an application for funding to FedNor for upgrades to the Wasauksing Marina/Campground that includes the installation of a system for potable water, regulatory requirements for the gas pump, a pump-out system for boats, etc., for the provision of services to boaters and campers;

AND WHEREAS representatives of Wasauksing First Nation made a deputation to the Council of the Township of The Archipelago on April 19, 2013, to describe the proposed project and to request the support of Council;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the application for funding submitted by Wasauksing First Nation to FedNor for improvements to the Wasauksing Marina/Campground.

iv) GREAT LAKES AND ST. LAWRENCE CITIES INITIATIVE (GLSLCI)

v) ACCOMMODATION REVIEW COMMITTEE
NEAR NORTH DISTRICT SCHOOL BOARD (NNDSB)

WHEREAS community schools are a vital part of the educational, social and economic development that is integral to all municipalities in the District of Parry Sound;

AND WHEREAS the Near North District School Board (NNDSB) has not developed a viable business plan to sustain and improve the quality of education in community schools in the District of Parry Sound;

AND WHEREAS the NNDSB has not communicated adequately with the municipal governments in which community schools are located;

AND WHEREAS Parry Sound and the surrounding municipalities are viewed as a satellite area with the focus of the Board on North Bay especially since the relocation of Board offices to North Bay;

NOW THEREFORE BE IT RESOLVED that the NNDSB and the Ministry of Education agree to a moratorium on the closing of any schools in the District of Parry Sound;

AND FURTHER BE IT RESOLVED that the NNDSB in conjunction with affected municipalities devise a plan for assessing how each community school can be adapted to provide the quality of education that is essential for our children's preparation for their roles in the society they are about to inherit.
