1.         CALL TO ORDER

The meeting was called to order at 8:30 a.m. and commenced with the singing of the National Anthem.

2.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Inaugural Meeting of Council held on December 10, 2010, be approved.

3.         SITE PLAN CONTROL

Parts 2 and 5 on Plan 42R-17199 CONGER

NOW THEREFORE BE IT RESOLVED that Council approves the Development Application and directs staff to revise the
agreement that is registered on title, which depicts the addition of a boathouse as well as the removal of two sleeping cabins.

4. SHORE ROAD ALLOWANCES

i) MORRISON, Thomas et al 
Part Lot 9, Concession 7 COWPER

NOW THEREFORE BE IT RESOLVED that Council approves the stopping-up, closure and conveyance of a portion of the
original Shore Road Allowance fronting Part of Lot 9, Concession 7, being Parcel 7626 P.S.S.S., in the geographic Township of
Cowper, on the basis of a straight-line extension of the side lot lines.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer as distributed.

6.         QUESTION TIME

i)             HIGHWAY 69/400 FOUR-LANING
               MINISTRY OF TRANSPORTATION (MTO) 

Councillor Williams asked if a staff member would be attending the upcoming MTO meeting for the next expansion phase of the
four-lanning of Highway 69/400.  

The CAO indicated that he would have the Public Works Manager attend the public meeting.

7.         OTHER BUSINESS

i )         RECOGNITION OF MARY MUTER

WHEREAS The Township of The Archipelago is a water-access community whose policies promote the preservation
of the natural environment and its waters,

AND WHEREAS the Township wishes to recognize those individuals whose endeavors seek to maintain the quality of
the Township’s waters, including the water’s ability to sustain the fragile ecology of Georgian Bay,

AND WHEREAS Mary Muter has worked tirelessly over the years to educate stakeholders of Georgian Bay of the factors
currently threatening the water quality and water levels of the Great Lakes,

AND WHEREAS she has alerted certain bi-national organizations, such as the International Joint Commission, the
Great Lakes Mayors’ Initiative, and the Great Lakes Commission to the risks associated with these threats,

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago applauds Mary Muter for her dedication
and hard work in seeking solutions to the current problems facing the water quality and water levels of the Great Lakes,

AND FURTHER BE IT RESOLVED that the Township of The Archipelago supports her efforts to preserve and maintain
the high quality of the Great Lakes’ waters, which the Township’s seasonal and permanent residents regard as the most vital
and important element of the Township’s character.

ii) FEDERATION OF NORTHERN ONTARIO MUNICIPALITIES (FONOM)
NOMINATION OF REPRESENTATIVE

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the nomination
of Dan McCauley (Town of Parry Sound) to represent the District of Parry Sound on the Board of Directors for the
Federation of Northern Ontario Municipalities for the term of Council.

iii)           2011 FONOM/MMAH NORTHEASTERN MUNICIPAL CONFERENCE

NOW THEREFORE BE IT RESOLVED that Council authorizes Reeve Ketchum and Councillors Walker, Seagram,
Hansuld and Williams to represent the Township of The Archipelago at the 2011 FONOM/MMAH Northeastern
Municipal Conference in Timmins on May 11th – May 13th, 2011.

iv)           2010 MUNICIPAL ELECTION ACCESSIBILITY REPORT

held with the Fire Chief of Seguin Township to discuss the terms of the contract.

DRAINAGE IMPROVEMENTS – COST SHARING AGREEMENT

THAT By-law Number 11-07, being a By-law to authorize the Reeve and CAO to execute a Cost Sharing Agreement
Regarding Highway 69-South Shore Road Drainage Improvements between the Minister of Transportation and the
Township of The Archipelago, be read and finally passed in Open Council this 14th day of January, 2011.

Councillor Zanussi assumed his seat at Council at 9:10 am.  

Council recessed to complete several Committee meetings scheduled for Thursday (Environment, Charitable Donations
and Finance and Administration) but due to timing issues, were unable to complete their work.

Council resumed business at 10:40 am.
