The meeting was called to order at 9:30 a.m. and commenced with the singing of the National Anthem.

            Notes from Joint Public Meeting of the Township of The Archipelago and The

            Archipelago Area Planning Board - Friday, July 15, 2016

NOW THEREFORE BE IT RESOLVED that the Notes from the Joint Public Meeting of the Township of The Archipelago and The Archipelago Area Planning Board held on July 15, 2016, be approved.

4.         DEPUTATIONS

            Wally King. Trailer Park Matter. Macey’s Bay

Wally King reported to Council on specific development concerns that are happening in the Township of Georgian Bay, specifically in Macey Bay, in the Tobies Bay wetlands. Mr. King, along with his solicitor Jean DeMarco, explained the history of the property, the environmental restrictions on the subject property and the status of the OMB hearing.

Council suggested that Ms. DeMarco speak to Planner, Cale Henderson, and that the matter be brought back for discussion at the September Council meeting.

5.         PUBLIC MEETING

At 10:00 a.m., Council held a Public Meeting to consider proposed Official Plan Amendment No. 61 – Five Year Review

Reeve Ketchum called the meeting to order. Greg Corbett, Planning Consultant and Cale Henderson, Chief Planner, provided a brief overview of the plan, including the process to date, basis of revisions, changes or additions to each section, summary of submissions received and next steps.

Alf Warll expressed concerns water quality, specifically regarding property with poison ivy that may be poisoning the water. Mr. Warll asked if this was addressed in plan.

Bert Liverance suggested stronger wording under the mineral extraction section, specifically that mineral extraction be discouraged or prohibited. Mr. Liverance also suggested stronger wording for aesthetics section, specifically that there be no alteration of the natural landscape or terrain.

Tom Scoon spoke, encouraging Council to include the Pointe au Baril Islanders’ Association’s recommendations into the plan.

Dave Anderson expressed his concerns that owners of property in the Pointe au Baril Islands neighbourhood do not know where they fall in the proposed severance policy change and that they may not realize what severance rights they might be losing.

Julia Sievwright reported to Council that all members of the Pointe au Baril Islanders’ Association have received numerous e-blasts regarding the proposed severance policy change, and that only one property owner has come forward will an objection.

Andrew Blenkarn conveyed his concerns that the proposed severance policy only effects approximately 40-50 owners and that many of the property owners may not fully understand that their severance rights may be lost. Mr. Blenkarn expressed that property development rights should not be taken away to reduce potential development, that there are other ways

Ian MacLeod stated that the proposed severance policy would require 3 hectares to sever and that that was fair.

Chris Goulding communicated that the proposed plan should replace the reference of the Woods Bay Neighbourhood with the Moon River Neighbourhood and that it be described as an economic hub of the South Archipelago.

Anne Stewart questioned why the Skerryvore community was not recognized as a settlement area. Cale Henderson explained that settlement areas, such as Pointe au Baril, encourage development and is where growth is directed and that there is no growth potential for the Skerryvore community.

Council recessed for lunch at 11:41 a.m. and resumed business at 12:50 p.m.

6.         SHORE/CONCESSION ROAD ALLOWANCES

NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting Lot 2 of Plan M-305, in the geographic Township of Cowper, on the basis of a straight-line extension of the side lot lines, and subject to the passage and registration of a deeming by-law to provide for the merging of the applicants’ property with the shore road allowance being purchased.

7.         DEPUTATIONS

            John Jackson. Crane Lake Resort

John Jackson reported to Council that since the public meeting in July he has met with the resort owner and prospective owner of the marina to deal with the majority of the concerns that have come forward. Mr. Jackson relayed that the new configuration will eliminate many of these concerns and requested that Council hold a public meeting next month, as the resort owner would like to move forward on the project.

8.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

Reeve Ketchum reported that there has been a meeting scheduled with Shawanaga First Nations on September 12th. All Councillors from the north were asked to attend, but if there are other Councillors that would like to attend, they are welcome to.

Councillor Ashley inquired if the letter to First Nation regarding the transmission line has been sent out and if this item was to be discussed at the September meeting. Staff advised Council that the letter will be sent out before the September meeting, and it will be sent to all First Nation communities in the West Parry Sound Area.

9.         REPORT OF TASK FORCES/COMMITTEES

i)          Planning

            Ontario Municipal Board Hearing, OMB Case No. PL121030

            (Florence Island)

WHEREAS the owner of Florence Island is proposing to withdraw his appeal to the Ontario Municipal Board with respect to Official Plan Amendment No. 60;

AND WHEREAS he has requested that the Township not seek compensation for costs which have been incurred by the Township to date with respect to this application;

NOW THEREFORE BE IT RESOLVED that Council hereby supports the withdrawal of this application to in order to preserve this island it its natural state in perpetuity, and that it agrees to the terms of the withdraw, as submitted.

11.       OTHER BUSINESS

            National Seniors Day – October 1

WHEREAS, on October 1, communities across Canada will join together to recognize National Seniors Day; and

WHEREAS seniors in the Township of The Archipelago are present in all aspects of our lives: they are our parents, our grandparents, our teachers, our volunteers, our mentors, our neighbours and our coworkers; and

WHEREAS National Seniors Day focuses on celebrating and recognizing the contributions made by seniors to better their communities, families and workplaces; and

WHEREAS every day, seniors right here in the Township of The Archipelago make a big difference and we value what they are doing;

THEREFORE, I, Peter Ketchum, Reeve of Corporation of the Township of The Archipelago, do hereby proclaim October 1, as National Seniors Day, and urge my fellow citizens to recognize the crucial role played by older Canadians in our community.

            District of Parry Sound Municipal Association Meeting, 2016 Fall Meeting –

            Town of Parry Sound. Provincial Offences Act (POA) Collections

WHEREAS Council for the Township of The Archipelago has received a request for support of a resolution regarding the collection of Provincial Offences Act (POA) fines;

NOW THEREFORE BE IT RESOLVED that Council of the Township of The Archipelago supports the resolution enacted by the Town of Parry Sound which requests that the Province of Ontario improve methods and allow additional methods for collection of Provincial Offences Act (POA) fines by municipalities;

AND BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Premier of Ontario, Norm Miller MPP for Parry Sound-Muskoka, the Ministry of Municipal Affairs, the Ministry of the Attorney General, the Municipal Court Managers Association, Ontario Tax and Revenue Association, Association of Municipalities of Ontario, Federation of Northern Ontario Municipalities, Northwestern Ontario Municipal Association, and all municipalities in the District of Parry Sound.

            Annual Norm Miller Golf Day. August 29, 2016

NOW THEREFORE BE IT RESOLVED that Council authorizes the following Council and Staff members to participate in the Norm Miller Golf Day on August 29th, 2016 at Deerhurst Highlands Golf Course: Reeve Peter Ketchum, Councillor Peter Frost, Joe Villeneuve and Cale Henderson.

            Regional Marketing Plan – Discussion

The Committee briefly discussed the July 21st meeting, where the Regional Marketing Plan and Tourism Summit Report were presented to all area Councils. Joe Villeneuve reported that the Regional Marking Plan will be coming forward at a future meeting for Council’s endorsement. Mr. Villeneuve explained that if there are elements within the Plan that Council does not agree to, then Council has the option to endorse the plan but stipulate specific items.

WHEREAS Council for the Township of The Archipelago has received a request for support from the Georgian Bay Biosphere Reserve to help host the national premier of the documentary, Striking Balance, at the Stockey Centre on September 30th, 2016;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago approve a donation in the amount of $500.00.

            Request to MTO to repaint centre line on Highway 529

Councillor Andrews reported that the painting of the line had already been completed.

            Salary Survey, Pay Equity & Internal Equity

NOW THEREFORE BE IT RESOLVED that Council accept and receive the 2015 Market Compensation Survey that supports Council’s overall pay goals for the organization, and approves the recommendation of the CAO that modifies the scoring points for the three pay grades identified and the resulting pay adjustment, thus addressing the one outlier position noted in the salary survey.

12.       BY-LAWS

            Authorize Agreement with Owners of 250 South Shore Rd

That By-law Number 2016-35, being a By-law to authorize the execution of a development agreement between 2100166 Ontario Limited (Andrew Land Holdings Inc.) and the Corporation of the Township of The Archipelago be read and finally passed in Open Council this 19th day of August, 2016.

13.       QUESTION TIME

Councillor Williams expressed some concerns on the distribution of the book “Passion for Georgian Bay” and asked how the Township can assist with the distribution of the book, as it was intended. Councillor Williams relayed that several ratepayers have either not receiving their coupon, have missed placed the coupon, or will be unable to pick up the book before the September deadline. Councillor French offered to take the matter back to the Book Committee and report back next month.

Councillor Williams requested that once the final draft of the CP Rail closure notice is completed, that it be sent to all of Council.

Council recessed for a meeting of the Committee of Adjustment at 2:00 p.m. and resumed business at 2:08 p.m.

14.       QUESTION TIME

Councillor Zanussi asked if Council would be willing to donate 3 copies of Passion for Georgian Bay to the Parry Sound Public Library. Reeve Ketchum added to the request that the Township donate six more to the area Heads of Council.

NOW THEREFORE BE IT RESOLVED that Council authorizes the donation of three copies of the book “Passion for Georgian Bay” to the Parry Sound Public Library and six copies to the Reeve, to be distributed to the West Parry Sound Heads of Council.

Councillor Zanussi asked the CAO if staff had investigated a report that was made that a staff member had witnessed an incident that occurred between a Councillor and a staff member. Stephen Kaegi reported that all employees were interviewed and it was found that no one had observed the incident. Due to the parties involved, Council agreed to further discuss the matter in closed session.

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 2:14 p.m., pursuant to Section 239(2) (b) (c) (e) (f) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, to deal with litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board, advice that is subject to solicitor client privilege, including communications necessary for that purpose, and proposed or pending acquisition or disposition of land by the municipality or local board and personal matters about an identifiable individual, including municipal or local board employees.
