1.    CALL TO ORDER

The meeting was called to order at 9:03 a.m. and commenced with the singing of the National Anthem.

2.    APPROVAL OF AGENDA

3.    MINUTES OF THE PREVIOUS MEETING

4.    DEPUTATIONS

John Jackson.  Intent to purchase Road Allowance adjacent Kenlea Camp.

John Jackson reviewed his applicants’ proposal to purchase the 33 feet of Road Allowance and a portion of the Shore Road allowance adjacent to Kenlea Camp.  The applicants are requesting that
Council forgo the consent requirement from the abutting neighbour.

Staff explained that the Township does have a Mediation Policy and Procedure for applicants who experience difficulty acquiring consent from the abutting property owner and asked that Mr. Jackson submit a formal application with an explanation of the inability to gain consent, and that would then trigger the policy for mediation.

7.    OTHER BUSINESS

Hydro One reliability initiative in Muskoka/Parry Sound

Council discussed a letter received from Hydro One notifying Council of their investment to improve service reliability in Muskoka and Parry Sound.

Parry Sound Area Community Business & Development Centre Inc. – “More Bang for the Buck” Impact in West Parry Sound

Council discussed the report from Bill Spinney which illustrates the impact the Conference Board of Canada is having in West Parry Sound.

Investigation of Meetings - Amberley Gavel Report

Township of Georgian Bay.  Enforcement of “No Wake” Zones

Pointe Au Baril Bottle Drive

Council directed staff to prepare a contract between Murray Kennedy and the Township for the purpose of running the bottle drive at the Pointe Au Baril Transfer Station and bring it forward to the May 20th, 2016 Council Agenda.

Tax Sale Property-Surplus Funds.  Update

The CAO provided an update from the Township Solicitor which explains that Council cannot simply pay monies that are part of its general funds.  The advice from the Solicitor was that the former owner could make application to the court for the return of the money.  The court can then make a decision on the application and order the Township to return the funds.

Staff was directed to contact the former property owners solicitor and provide him with the update.

8.    CLOSED MEETING

NOW THEREFORE BE IT RESOLVED that the first item on the Closed Session agenda be deferred to the May 20th, 2016 Council Meeting and the second item be deferred to the June 24th, 2016 Council Meeting.

9.    QUESTION TIME

Councillor Zanussi asked staff about the recent Indemnification By-law, specifically if the By-law would cover a Councillor or Employee from events that may have happened prior to its passing.  Staff explained that the current By-law came into effect at the time of passing but it has the potential to be amended to provide further coverage.

Staff was directed to investigate a possible amendment to the by-law and bring forward to the May 20th Council meeting.

Councillor Williams asked staff to organize road and water tours for those members of council that are interested. Councillor Williams asked that they start in May, if possible, and asked that these tours to be a regular event.

Councillor Zanussi asked staff if there are actions that could be taken against a member of Council if they act inappropriately.  Staff advised that Council does have a Code of Conduct policy which sets out specific actions that could be taken against a member of Council if is determined they have broken the code of conduct.

10.    BY-LAWS

Set And Levy The Rates Of Taxation For 2016

That By-law Number 2016-09, being a By-law to Set and Levy the Rates of Taxation for Municipal Purposes for the Year 2016, be read and finally passed in Open Council this 15th day of April, 2016.

Establish Capping Parameters For 2016 For Commercial And Industrial Classes

Renewal Agreement with Town of Parry Sound - Fire Inspection Services

11.    CORRESPONDENCE

Council Correspondence

Councillor Zanussi reminded Council about the Library Grand Reopening that was taking place at 3:30pm.

Councillor Lundy provided Council with an update that the Parry Sound Non-Profit Housing Corporation has purchased former William Beatty School and will be redeveloping the building into mixed affordable housing units. There will be a public meeting to provide information on May 2nd at the Bobby Orr Community Centre.
