1.         CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

2.         APPROVAL OF AGENDA

NOW THEREFORE BE IT RESOLVED that the Council Agenda for January 15th, 2016, be approved.

3.         MINUTES OF THE PREVIOUS MEETING

Councillor Ashley noted that the minutes of December 11, 2015 reflected his approved attendance to the AMO Conference, but advised Council that he will in fact not be able to attend.

NOW THEREFORE BE IT RESOLVED that the Minutes of the Closed Meeting of the Finance/Admin. Committee held on December 10, 2015, be approved.

4.         DEPUTATIONS

Staff Recognition Awards

Reeve Peter Ketchum presented years of service awards to Jane Nawroth for 20 years with the Township and to Wendy Hawes for 35 years of service.

Other staff that were unable to attend, were also recognized including, John Chateauvert who has worked with the Township for five years, and Elke Dyck and Doug MacLeod who have been with the Township for 10 years each.

Following the presentation, Council held a brief reception.

7.         REPORT OF TASK FORCES/COMMITTEES

PLANNING COMMITTEE

Timms Work Permit Application

NOW THEREFORE BE IT RESOLVED that Council hereby directs staff to consult with relevant agencies with respect to the proposed work permit application, and return the matter to a future meeting of the Planning Committee, once all pertinent information has been collected.

8.         CORRESPONDENCE

NOW THEREFORE BE IT RESOLVED that Council receives the January 2016 Council Correspondence listing.

9.         QUESTION TIME

            Councillor French expressed to Council his concerns on the continued deterioration of winter maintenance on our provincial highways and the lack of accountability. Councillor French asked that Council support a letter to be sent to the Ministry of Transportation expressing these concerns. Councillor Walker added that this issue should be brought forward to the FONOM representative.

NOW THEREFORE BE IT RESOLVED that Council direct staff to send a letter to FONOM, expressing Councils concerns for the deterioration of winter maintenance on our provincial highways, specifically the safely concerns of our residents, and request that this matter be added for discussion and a subsequent resolution at the upcoming May FONOM/MMAH conference.

10.       OTHER BUSINESS

Township of Oro Medonte. Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)

NOW THEREFORE BE IT RESOLVED that the Council of the Township of The Archipelago supports the resolution passed by the Township of Oro Medonte on December 9, 2015 which requests a review and update of the fee provisions in MFIPPA and in Ontario Regulation 823 to ensure that they are more reflective of current and actual costs incurred in responding to requests for access to requested records and to ensure they include provisions for the collections of all or parts of the costs involved in preparing fee estimates for requesters.

2016 FONOM/MMAH Northeastern Municipal Conference – May 11th-13th, 2016

NOW THEREFORE BE IT RESOLVED that the following Council members are approved to attend the FONOM/MMAH Northeastern Municipal Conference in Timmons at the McIntyre Community Centre on May 11th-13th, 2016; Reeve Peter Ketchum, Councillor Grant Walker and Councillor Peter Frost.

Emergency Management

WHEREAS municipalities in Ontario are required to have an Emergency Management Program and an Emergency Plan to address Emergency Management and Civil Protection.

AND WHEREAS the Township of The Archipelago and the municipalities of the West Parry Sound area have a long history of collaboration and joint preparedness for large scale Emergency Management by developing the Mutual Assistance Agreement, the Joint West Parry Sound Emergency Plan and annual Joint Training Exercises.

AND WHEREAS the Township of The Archipelago and West Parry Sound Municipalities strive to improve their Emergency Management Programs and preparedness using efficient and effective management methods.

NOW THEREFORE BE IT RESOLVED that staff be directed to incorporate the Incident Command System as our organizational approach to Emergency Management and establish a training program to support the human resource roles within this system.

AND FURTHER BE IT RESOLVED that in continued support for improved emergency management and joint preparedness, Council approve in principal, a cooperative approach to Emergency Management in the West Parry Sound Area that fundamentally endorses the sharing of human resources, as possible, through the Mutual Assistance Agreement.

AND FURTHER BE IT RESOLVED that staff be directed to work cooperatively with the area CEMC’s to revise the West Parry Sound Joint Emergency Plan to embed this management method in conjunction with the other West Parry Sound municipalities.

Appointment of Joe Villeneuve as the Township of The Archipelago representative on the REDAC CiiNo Economic Development Officer steering committee.

NOW THEREFORE BE IT RESOLVED that Council of The Corporation of the Township of The Archipelago does hereby appoint Joe Villeneuve as the Township of The Archipelago representative to the Community Investment Initiative Northern Ontario (CiiNO) Economic Development Officer Steering Committee.

Treetops Community Forest Donation Request

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago support the Treetops Community Forest request with a donation of up to $2,000 per year for the next five years.

12.       PUBLIC MEETING

Proposed Zoning By-law Amendment No. Z08-15

(Kansun, Barbara)

At 10:00 a.m., Council held a Public Meeting to consider a proposed Zoning By-law Amendment Number Z08-15.

Maryann Weaver called the meeting to order. Cale Henderson, Chief Planner, provided background information and summarized the application for proposed Zoning By-law Amendment Z08-15.

Mr. Jackson, Planning Consultant for the applicant and Mr. Kansun, the applicant both spoke to Council regarding the application and answered questions.

Maryann Weaver declared the public meeting closed adjourned at 10:30 a.m.

13.       CONFIRMING BY-LAW

That By-law Number 2016-03, being a By-law to Confirm the Proceedings of the Regular Meeting of Council held on January 15th, 2016 be read and finally passed in Open Council this 15th day of January, 2016.
