1. CALL TO ORDER

The meeting was called to order at 9:00 a.m. and commenced with the singing of the National Anthem.

i) PLANNING COMMITTEE

ii) FINANCE/ADMINISTRATION
POINTE AU BARIL NURSING STATION/AMBULANCE BASE

NOW THEREFORE BE IT RESOLVED that Council authorizes staff to spend up to $50,000. for the preparation of all documents for the construction of the Pointe au Brail Nursing Station/Ambulance Base.

iii) HUMAN RESOURCES COMMITTEE

WHEREAS the Council for the Township of The Archipelago has received the recommendation from the Township's HR Consultant regarding the compensation package for the CAO;

AND WHEREAS the figure recommended is based on the 2012 Salary survey conducted by Gazda-Krecklo for the Township of The Archipelago;

AND WHEREAS the HR Consultant recommends that the CAO salary be adjusted to the 75th percentile as per the current and past policy objective of the Township;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago agrees with the recommendations of the HR Consultant and approves the salary of $140,700 for the CAO effective January 1, 2015;

AND FURTHER BE IT RESOLVED that Council authorizes the CAO to retain the services of Gazda-Krecklo to undertake a new salary survey for the Township.

iv) HUMAN RESOURCES COMMITTEE
TOWNSHIP RESTRUCTURING PLAN

Reeve Ketchum informed Council that a draft report for the Planning/Building Department re-organization was submitted by the Chief Building Official. The Human Resources Committee has referred the report to the CAO for comment as well as received comment from the CAO that he will be preparing an overall restructuring plan for the organization, that will also include educational and succession plans.

6. OTHER BUSINESS

i) POINTE AU BARIL ISLANDERS' ASSOCIATION/
POINTE AU BARIL EMERGENCY RESPONSE TEAM

Reeve Ketchum indicated that a contact has been established within the Ministry of Health who has been informed of the concern over the transportation of injured parties from water access properties to the mainland, or the transportation of EMS staff to water access properties. Councillor French is heading the discussion with the hospital and the two parties in the Pointe au Baril area; but with the recognition that this is an issue for the whole municipality.

ii) LOCAL HEALTH INTEGRATION NETWORK (LHIN)

Reeve Ketchum informed Council that he spoke with a key member of the local LHIN about the ongoing lack of representation on the Board for the Parry Sound area and the need to correct this issue. During the discussions it was suggested that a survey be undertaken by the LHIN regarding the needs and expectations of seasonal property owners.

iii) RECOGNITION OF JOAN EMERY
VOLUNTEER – POINTE AU BARIL COMMUNITY

WHEREAS Joan Emery is a long-standing resident of the Pointe au Baril Community;

AND WHEREAS prior to the dissolution of the West Parry Sound Board of Education, Joan Emery represented the Township of The Archipelago as Trustee for the area;

AND WHEREAS in 1991 Joan Emery and a small group of residents in Pointe au Baril, established the Pointe au Baril Arts and Culture Club which continues today with Joan's active involvement, to offer the famous "Arts on the Bay" summer theatre productions to the Pointe au Baril Community and surrounding area, including the island summer residents;

AND WHEREAS Joan Emery was a proponent for establishing a cemetery at Pointe au Baril for several years prior to approval by the Ministry of Government and Consumer Services in 1998, of the Pointe au Baril Cemetery, now known as Georgian Cliffs Memorial Park. And, since its establishment, Joan has volunteered her time as an active member of the Cemetery Board and further, assumed the responsibility for the sale of columbarium niches and other services;

AND WHEREAS Joan Emery has also been involved with organizing the Remembrance Day ceremonies that are held at Pointe au Baril on an annual basis;

NOW THEREFORE BE IT RESOLVED that the Council for the Corporation of the Township of The Archipelago in appreciation for her outstanding contributions and devotion to the Pointe au Baril Community, hereby publicly recognize and thank Joan Emery for her contribution to the community.

iv) RECOGNITION OF ROSITA JONES
VOLUNTEER LIBRARIAN AT THE POINTE AU BARIL PUBLIC LIBRARY

WHEREAS Rosita Jones was appointed by Council Resolution No. 08-008 on January 18, 2008, to the volunteer position of Librarian for the Pointe au Baril Public Library;

AND WHEREAS Rosita has volunteered her time and efforts to ensure that the Pointe au Baril Library is open year-round during regular hours of operation to ensure that residents of the Pointe au Baril Community and surrounding area, including the island summer residents, have access to library books and services, including internet access;

NOW THEREFORE BE IT RESOLVED that the Council for The Corporation of the Township of The Archipelago in appreciation of the outstanding contribution and devotion to the Pointe au Baril Community, hereby publicly recognize and thank Rosita Jones for her dedication to the community.

v) POLICING OPTIONS REPORT

Councillors French and Frost reported on a meeting held on Wednesday with the partners of the study, the consultant and two Police Services Advisors, as well as the Mayor of McDougall. Councillors French and Frost indicated that the preliminary numbers look promising but further work and investigation is required, which they support.

NOW THEREFORE BE IT RESOLVED that Council of The Corporation of the Township of The Archipelago does hereby receive the Policing Options Report for The Archipelago, Seguin and Carling Townships as information;

AND FURTHER THAT Council of The Corporation of the Township of The Archipelago meet with the Consultant, Mike Mitchell, to review the report in detail on June 1st, 2015, at 2:00 p.m.;

AND FURTHER THAT at the meeting of June 1st, 2015, Council of The Corporation of the Township of The Archipelago will consider the following resolution:

THAT Council of The Corporation of the Township of The Archipelago does hereby proceed to further consider the option of setting up its own police service in conjunction with the Township of Seguin and the Township of Carling, subject to at least a 20% savings over the Ontario Provincial Police estimates;

AND FURTHER THAT Council communicate with the Municipality of McDougall, the Township of McKellar and the Municipality of Whitestone to participate in this further consideration to set up its own police service.

Carried Unanimously.

Council directed that the resolution be circulated to all West Parry Sound area municipalities.

vi) 26th ANNUAL LOBSTERFEST – JULY 18th, 2014
POINTE AU BARIL EMERGENCY RESPONSE TEAM (PABERT)
SPECIAL OCCASION PERMIT

A question was raised regarding whether the PABERT was still in existence due to correspondence sent from the organization. Councillor Lundy, who is a member of the Board, indicated that it was alive and would be at least until September.

NOW THEREFORE BE IT RESOLVED that Council designates the Pointe au Baril Emergency Response Team's 26th Annual Lobsterfest scheduled to be held on July 18th 2015, to be designated a municipally significant event, in accordance with the Alcohol and Gaming Commission of Ontario (AGCO) requirements for a Special Occasion Permit.

vii) ASSOCIATION OF MUNICIPALITIES OF ONTARIO (AMO)
ANNUAL CONFERENCE – AUGUST 16 – 19, 2015
MUNICIPAL DELEGATION REQUEST

The CAO requested Council to forward any issues which they felt needed to be addressed with a Minister at the AMO Conference in August.

viii) DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION
HOST MEETING – FALL 2015

NOW THEREFORE BE IT RESOLVED that Council agrees to host the Fall 2015 meeting of the District of Parry Sound Municipal Association at the Pointe au Baril Community Centre.

ix) COUNCILLOR E.A. (TED) CHRISTIE
ATTENDANCE AT MEETINGS OF COUNCIL

WHEREAS in accordance with of the Municipal Act, 2001, S.O. 2001, c.25, Sec. 259, as amended, the office of a member of council of a municipality becomes vacant if the member is absent from the meetings of council for three successive months without being authorized to do so by a resolution of council;

NOW THEREFORE BE IT RESOLVED that Council authorizes Councillor Ted Christie to be absent from meetings of council for up to six months.

x) OPEN DATA – COMMUNITY ENGAGEMENT EVENT
JUNE 5, 2015 INVITATION

Reeve Ketchum and Councillor Mead are to confirm their ability to attend.

xi) COUNCIL AND STAFF RECOGNITION

Reeve Ketchum indicated that in June, Council would like to recognize the accomplishments of Mark Macfie, Joe Villeneuve and Chris Mahon at the June Council meeting.

Reeve Ketchum then informed Council that at the recent FONOM Conference in Sudbury Councillor Walker received recognition for 25 years of municipal service.

xii) ORNGE NIGHT LANDINGS AT HELIPADS
DEEMED TO BE BLACK HOLES

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago supports the position taken by the Town of Parry Sound and the need by ORNGE to ensure the proper coverage is provided by this key service to all areas of the Province.

iv) POINTE AU BARIL WHARF – USER FEES

THAT By-law Number 15-16, being a By-law to amend the Fee Structure for the Pointe au Baril Wharf User Fees and to Repeal By-law Numbers 05-14 and 14-34, be read and finally passed in Open Council this 15th day of May, 2015.

8. OTHER BUSINESS

xiii) SPRINGHAVEN

Reeve Ketchum declared a pecuniary interest and left the Council chambers.

Staff gave a brief update on the findings to date and the concern by the lawyers over whether Infrastructure Ontario would support such a request and then whether it would be allowed under the Municipal Act. The Township lawyers have suggested that staff make an application to Infrastructure Ontario and find out what its decision would be. If denied, end of issue; if approved, then lawyers must determine if it would be permitted under the Municipal Act.

Reeve Ketchum resumed his seat at the end of the discussion.

Council recessed for Committee of Adjustment at 11:00 a.m. and resumed business at 11:32 am.

xiv) STURGEON BAY

Councillor Andrews asked that the letter being prepared by staff be expedited to alleviate the pressures being placed on the Association and its representative at the federal meeting.

Councillor Andrews and French declared a pecuniary interest and left the Council Chambers and did not return.
