16-    NOW THEREFORE BE IT RESOLVED that Council approves the application to stop up, close and convey a one foot strip of the shore road allowance fronting part of Part 3 of Plan 42R-6773, in the geographic Township of Conger, as shown on the application submitted by John Jackson on November 10, 2015.

16-    NOW THEREFORE BE IT RESOLVED that Council approves the application to stop up, close and convey a portion of municipal concession road allowance required to resolve the encroachment of the existing septic system as shown in the sketch submitted by John Jackson Planner on April 27, 2016 and based on a 3-metre buffer around the base of the septic bed;

AND FURTHER BE IT RESOLVED that the applicant pay fair market value for the portion of concession road allowance as per Township policy and as determined by a certified real estate appraiser.

       i)    West Parry Sound SMART Community Network Inc. (WPS SMART) - Internet as an Essential Service - Submission

                Pages:  98-101

16-    WHEREAS the Regional Economic Development Advisory Committee (REDAC), received a request from the West Parry Sound SMART Community Network (WPS SMART) to support establishing  “Internet as an Essential Service”;

AND WHEREAS REDAC is seeking support from the West Parry Sound municipalities to take the WPS SMART Submission, dated April 10th, 2016, attached to this resolution as Schedule A, to the Federation of Northern Ontario Municipalities (FONOM);

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago does hereby support REDAC in its request that the FONOM be a proponent for “Internet as an Essential Service” as outlined in the WPS SMART submission.

            27 South Shore Road (Township property)

16-    WHEREAS the owners of property located at 20 Railroad Lane have requested that the Township grant a right-of-way across the existing roadway located on the Township owned property located at 27 South Shore Road for the purpose of gaining legal access to their existing dwelling and garage;

AND WHEREAS it has been determined that an exchange of a portion of lands between the two adjacent properties located at 20 Railroad Lane and 27 South Shore Road would be beneficial to both parties;

NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago directs staff to engage the qualified professionals to complete the following transactions:

1)  the conveyance of a portion of land from  the Township to the owners of 20 Railroad Lane to rectify the encroachment of a retaining wall and driveway;
2)  the conveyance of a right-of-way over the Township property located at 27 South Shore Road to the benefit of the owners of 20 Railroad Lane; and
3)  the conveyance of a portion of land from the owners of property located at 20 Railroad Lane to the Township.

    vi)    Canada’s 150th Birthday – July 1st, 2017 - Discussion

   vii)    West Parry Sound OPP Staff Sergeant, Detachment Commander, Ron Campbell - Retirement

16-    WHEREAS Ron Campbell began his career with the Ontario Provincial Police in August of 1983 at the Still River Detachment where he performed a myriad of duties before being promoted to the rank of Sergeant in 1997 at the West Parry Sound Detachment;

AND WHEREAS in October 2007, Ron Campbell was promoted to the rank of Staff Sergeant and transferred to the Peterborough Detachment until 2009, when he returned to the West Parry Sound Detachment as Detachment Commander;

AND WHEREAS Ron Campbell has made significant contributions to the West Parry Sound community and its citizens through his involvement in fundraising activities and his dedication to promoting community safety and security;

AND WHEREAS Ron Campbell has been a valued member and resource to the Community Policing Advisory Committee (CPAC) since his return to Parry Sound in 2009;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago express their sincere appreciation and gratitude to Staff Sergeant, Detachment Commander Ron Campbell for his dedication and contribution to the Township of The Archipelago and surrounding communities and wish him well in his retirement.
