               15-          NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance fronting 1484 Georgian Bay Water, shown as Part 2 on Plan 42R-9926, and subject to a deeming by-law being registered against the applicants’ property, thereby allowing the portions to merge on title.

ii)    LANEK LIMITED (McCurdy, Leonard)

       SHORE ROAD ALLOWANCE APPLICATION
       Part Lots 15 and 16, Concession 10, Conger

15-         15-     NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original shore road allowance as shown in the application submitted by John Jackson, Planner and subject to the Township retaining ownership of the shore road allowance fronting the area of Type 1 fish habitat and on which the portage area into the adjacent small bay is located.

iii)    LANEK LIMITED (McCurdy, Leonard)

15-         15-    NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of a portion of the original concession road allowance as shown in the application submitted by John Jackson, Planner and subject to the applicant paying fair market value for the concession road allowance as determined by a certified real estate appraiser.

  15-       15-    NOW THEREFORE BE IT RESOLVED that Council receives the shore road allowance application and the request for mediation and directs staff to initiate the process to mediate a resolution between the applicants and their neighbours.

15.    OTHER BUSINESS

 i)    COUNCILLOR E.A. (TED) CHRISTIE - COUNCILLOR – WARD 4

 15-     WHEREAS Councillor Ted Christie submitted his resignation from the Council of the Corporation of the Township of The Archipelago, having served the residents of   the Township as Councillor for Ward 4 since he was elected in 2003;

AND WHEREAS Councillor Ted Christie has since unfortunately died;

AND WHEREAS events and issues at the time Councillor Christie sat on Council included the dedication by UNESCO of the Georgian Bay Biosphere Reserve and its Thirty Thousand Islands; the implementation of GIS; forest health, water quality and water levels; the Official Plan Review (OPA 45); the Private Roads Amendment (OPA 23); implementation of the Pointe au Baril Strategic Plan, Hwy 69/400 Route Planning Study (north of Nobel to Hwy 522), the purchasing and operation of Holiday Cove Marina, etc.;

AND WHEREAS the residents of Ward 4 and the Township as a whole have benefitted greatly during Councillor Christie’s chairmanship of the Finance Committee, Communications Committee and the Committee for Holiday Cove Marina;

AND WHEREAS typically articles written about taxes would bore most people to tears (except tax accountants), nevertheless, Councillor Christie, as Chair of Finance, when writing for The Archipelago Express newsletter to ratepayers, was always able in such a way to put an honest, straightforward and humorous spin to his annual tax report, that he left readers wanting for more;

AND WHEREAS Council has supported Councillor Christie’s mandate of promoting fiscal responsibility, endeavouring to ensure that there were no increases in Township expenses above the inflation rate, and reducing expenses where possible, and as a result of his lead, the Township of The Archipelago has had the lowest tax rate and is the best managed municipality in the West Parry Sound District;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of The Archipelago extend their condolences to Councillor Christie’s spouse Nancy and his children and family members and express their appreciation for his contribution and dedication towards the betterment of The Archipelago.   

       

ii)    ONTARIO SELF-EMPLOYMENT BENEFIT (OSEB) PROGRAM
       Ministry of Training, Colleges and Universities (MTCU)

15-     WHEREAS the Ministry of Training, Colleges and Universities (MTCU) announced in May that it is ending the Ontario Self-Employment Benefit (OSEB) Program;

AND WHEREAS the OSEB program was designed to provide unemployed individuals who are or recently have been eligible for Employment Insurance with income and entrepreneurial support while learning to operate a small business;

AND WHEREAS the program has a 94% completion rate in Muskoka over the past five years and 76% of the businesses launched five years ago remain open, well above Industry Canada’s reported 5-year survival rate for small businesses;

AND WHEREAS the 110 new businesses launched by OSEB graduates in Muskoka in the past five years sustain 142 jobs, demonstrating it is successful in giving participants a pathway to self-employment and is also an important rural economic development tool;

AND WHEREAS OSEB programs from rural regions across Ontario have reported similar statistics;

AND WHEREAS MTCU’s position that entrepreneurial support is available from other service providers overlooks the fact it has not replaced the essential income support component;

NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago recognizes the value of the Ontario Self-Employment Benefit program to rural communities and requests the Ministry of Training, Colleges and Universities immediately reinstate the program until a formal evaluation – which must include input from delivery agencies and participants – is completed; and further that the Ministry ensure any changes to the OSEB program retain both the entrepreneurial and income-support components that have made it successful.

iii)     2016 SCHEDULE OF MEETINGS

15-     NOW THEREFORE BE IT RESOLVED that Council approves the 2016 Schedule of Committee and Council meetings as circulated.

 

iv)     ROMA/OGRA CONFERENCE
        FEBRUARY 21 - 24, 2015

15-     NOW THEREFORE BE IT RESOLVED that the following Council members be      authorized to attend the ROMA/OGRA Combined Conference in Toronto on February 21 – 24, 2015: Councillors Grant Walker, Rick Zanussi and Peter Frost.
