1.   MEETING CALLED TO ORDER

Meeting called to order at 1:01 p.m.

2.   APPROVAL OF THE AGENDA

RESOLUTION PB14-10-01

NOW THEREFORE BE IT RESOLVED that the agenda for the October 16th, 2014 meeting of The Archipelago Area Planning Board be approved.

3.   ADOPTION OF MINUTES

RESOLUTION PB14-10-02

NOW THEREFORE BE IT RESOLVED that the minutes of The Archipelago Area Planning Board meeting held on September 18th, 2014, be approved as circulated.

4.   DISCLOSURE OF CONFLICT OF INTEREST

6.   ADMINISTRATION

Chair Christie addressed the Planning Board with the following statement for the record:

"A member of this Board (namely Gary French) has challenged my impartiality as Chair of the hearing of this matter based on a discussion I may have had with an objector. I want to assure the Board that I had no such discussion with this objector and therefore there is no reason for me to recuse myself as Chair".

7.   CONSENT APPLICATIONS

      Part of Island 97A, being Parcels 1721, 1921 and 18021 PSNS and

Cale Henderson, Planner, explained the nature of the applications. John Jackson and Alan Hill, were in attendance in support of the application.

RESOLUTION PB14-10-03

NOW THEREFORE BE IT RESOLVED that Application Nos. B08-14, B09-14, B10-14, to create three new residential, water access lots on the lands designated as Part of Island 97A, being Parcels 1721, 1921 and 18021 PSNS and Parcels 5000, 7162, 9452 PSNS, In front of the geographic Township of Harrison be denied.

DISPOSITION CARRIED

Board Member Ted Knight interjected stating that each application should be dealt with separately.

RESOLUTION PB14-10-04

NOW THEREFORE BE IT RESOLVED that Resolution No. PB14-10-03 is hereby rescinded in order that each consent application is considered separately.

RESOLUTION PB14-10-05

NOW THEREFORE BE IT RESOLVED that Application No. B08-14, to create one new residential, water access lot, on the lands designated as Part of Island 97A, being Parcels 1721, 1921 and 18021 PSNS, being approximately 3.3 hectares (8.15 acres) in size, having 293 metres (960 feet) of frontage, and a retained lot being 4.1 hectares (10 acres) in size with 219 metres (719 feet) of frontage, be denied.

DISPOSITION CARRIED

The Planning Board made the following Decision with respect to Application No. B08-14:

Application No. B08-14, to create one new residential, water access lot, as illustrated on the attached sketch, be denied.

Reasons for the Decision:

1.  The requested consent does not conform to the criteria as set out in Section 51(24) of the Planning Act, R.S.O. 1990.
2.  The requested consent does not appear to conform to the Official Plan policies for the Township of The Archipelago.
3.  The requested consent does not appear to conform to the Provincial Policy Statement.
4.  The requested consent does not comply with the by-law regulations of Comprehensive Zoning By-law No. A2000-07, as amended.
5.  The requested consent will not create an appropriate land use.

RESOLUTION PB14-10-06

NOW THEREFORE BE IT RESOLVED that Application No. B09-14, to create one new residential, water access lot, on the lands designated as Part of Island 97A, being Parcels 1721, 1921 and 18021 PSNS, being approximately 4.2 hectares (10.4 acres) in size, having 182 metres (597 feet) of frontage, and a retained lot being 4.1 hectares (10 acres) in size with 219 metres (719 feet) of frontage, be denied.

DISPOSITION CARRIED

The Planning Board made the following Decision with respect to Application No. B09-14:

Application No. B09-14, to create one new residential, water access lot, as illustrated on the attached sketch, be denied.

Reasons for the Decision:

1.  The requested consent does not conform to the criteria as set out in Section 51(24) of the Planning Act, R.S.O. 1990.
2.  The requested consent does not appear to conform to the Official Plan policies for the Township of The Archipelago.

NOW THEREFORE BE IT RESOLVED that Application No. B10-14, to create one new residential, water access lot, on Part of Island 97A, designated as Parcels 5000, 7162, 9452 PSNS being approximately 2.7 hectares (6.7 acres) in size, having 160 metres (525 feet) of frontage, and a retained lot being 10.6 hectares (26.2 acres) in size with 658 metres (2,159 feet) of frontage, be denied.

The Planning Board made the following Decision with respect to Application No. B10-14:

Application No. B10-14, to create one new residential, water access lot, as illustrated on the attached sketch, be denied.

Reasons for the Decision:

1.  The requested consent does not conform to the criteria as set out in Section 51(24) of the Planning Act, R.S.O. 1990.
