1.  MEETING CALLED TO ORDER

Meeting called to order at 1:00 p.m.

2.  APPROVAL OF THE AGENDA

RESOLUTION PB14-07-01

NOW THEREFORE BE IT RESOLVED that the agenda for the July 17th, 2014 meeting of The Archipelago Area Planning Board be approved, with the addition of an update with respect to the proposed Bell Tower on Harris Lake, Wallbridge.

NOW THEREFORE BE IT RESOLVED that the minutes of The Archipelago Area Planning Board meeting held on April 24th, 2014, be approved as circulated.

6.  CONSENT APPLICATIONS

a)  LOEWEN, Patricia, et al B07-14

Mill Location B, being Part 12 on Plan 42R-5636
In the Unincorporated Township of Wallbridge

Cale Henderson, Planner, explained the nature of the application. Mr. Bob Hawkins, agent working on behalf of the owner, was in attendance in support of the application. Claudette Davis, Anita Weston, Norm Raiche and John Raiche were also in attendance in support of the application.

RESOLUTION PB14-07-03

NOW THEREFORE BE IT RESOLVED that Application No. B07-14, to transfer a portion of land, being approximately 0.07 hectares (0.17 acres) from Part 12 on Plan 42R-5636, and add it to Part 7 on Plan 165, located in Mill Location B, in the Unincorporated Township of Wallbridge, be approved.

DISPOSITION CARRIED

The Planning Board made the following Decision with respect to Application No. B07-14:

Application No. B07-14, to transfer a portion of land, being approximately 0.07 hectares (0.17 acres) from Part 12 on Plan 42R-5636, and add it to Part 7 on Plan 165, located in Mill Location B, in the Unincorporated Township of Wallbridge, be approved, subject to the attached conditions:

1.  That the approval of Consent Application No. B07-14 shall apply to the conveyance of a portion of land, being approximately 0.07 hectares (0.17 acres) in size, for access to the water, and that Subsection 50(3) of the Planning Act applies to any subsequent conveyance of or transaction involving the parcel of land that is the subject of this consent;

2.  That the following documents be provided for the transaction as described in Condition No. 1 above:

a)  The Transfer document which depicts the legal description of the subject parcel(s) and the names of the transferor(s) and transferee(s);

b)  A schedule to the Transfer document on which is set out the legal description of the subject parcel. Each schedule must also bear the same names of the transferor(s) and transferee(s) as indicated on page 1 of the Transfer document;

c)  A reference plan of survey bearing the Land Registry Office registration number and signature as evidence of its deposit therein, and which illustrates the parcels to which the consent approval is related. Prior to having the survey plan registered, the Board will require a copy of a draft plan from your surveyor to ensure it is in compliance with the approved application;

3.  All conditions are subject to the approval of The Archipelago Area Planning Board, but are at no cost to the Planning Board.

Reasons for the Decision:

1.  The requested consent conforms to the criteria as set out in Section 51(24) of the Planning Act, R. S.O. 1990.
2.  The requested consent appears to conform to the Provincial Policy Statement.
3.  The requested consent complies with the By-law regulations of
By-law No. PB00-01 (The Minimum Standards By-law).
4.  The requested consent will create an appropriate land use.

8.  ADMINISTRATION

a)  GRANT AGREEMENT – Ministry of Municipal Affairs and Housing

WHEREAS the Ministry of Municipal Affairs and Housing has provided the Planning Board with a grant agreement for the delivery of planning services from April 1, 2014 to March 31, 2015;

AND WHEREAS the allocation of $17,355 will not be forwarded to the Board until the agreement has been signed, sealed and returned to the Ministry;

NOW THEREFORE BE IT RESOLVED that the Board hereby authorizes the Chair and Secretary-Treasurer of The Archipelago Area Planning Board to execute all documents as may be required, to enter into an agreement with the Ministry, in order that the Board receives the allocated funds.

11. UNFINISHED / NEW BUSINESS

a)  Bell Communications Tower – Harris Lake
     Unincorporated Township of Wallbridge

Cale Henderson informed the Board Members that he has contacted Bell on numerous occasions but has received no official response with respect to the proposed tower. He is still waiting for a site plan depicting the new, proposed location.

b) The Planning Board

Chair Christie wants to bring the subject of the Planning Board to a future meeting of Council for discussion.
